On March 24, the Management Board of Binh Dinh Economic Zone issued a notice on the strict ban on grazing cattle (buffaloes, cows) within Nhon Hoi Economic Zone, to ensure traffic safety, urban aesthetics and ecological environment.
According to the Economic Zone Management Board, recently, the situation of grazing cattle has been common on traffic routes, public areas, green parks, and project premises in Nhon Hoi Economic Zone.
This situation not only causes traffic obstruction, disorder of aesthetics, environmental pollution, but also poses a high risk of traffic accidents, especially at night when buffaloes and cows lie on the roadside, and drivers are prone to collisions due to lack of observation.

To rectify the above situation, the Management Board requires a strict ban on grazing buffalo and cow breeze in the entire Economic Zone. At the same time, it is recommended that the People's Committees of Nhon Hoi Commune (Quy Nhon City) and Cat Chanh Commune, Cat Hai Commune, Cat Tien Town (Phu Cat District) strengthen propaganda and dissemination of the content of the notice to each household with livestock farming activities to comply with regulations.
For cases of intentional violations, administrative fines will be from 2 to 3 million VND according to the provisions of Decree 14/2021/ND-CP on penalties for livestock farming in unauthorized areas.
If the release of cattle causes property damage to others, the owner must compensate according to the provisions of Clause 1, Article 603 of the Civil Code. In case of causing a serious traffic accident, the livestock farmer will be prosecuted for criminal liability.
Previously, at the Conference to summarize the work of ensuring traffic order and safety in the province on March 12, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan paid special attention to the situation of buffaloes and cows free to roam on the route from Quy Nhon City to Nhon Hoi Economic Zone.
According to Mr. Pham Anh Tuan, there have been many accidents involving free-range buffaloes and cows, but the handling from the authorities is still slow and lacks determination.
"I will discipline the Economic Zone Management Board, Quy Nhon City and the commune if this situation continues to occur. When the tourist season comes and the number of accident-related deaths is reported, who dares to come here to travel?" emphasized the Chairman of Binh Dinh Province.
Mr. Pham Anh Tuan also said that traffic safety loss will be subject to very strict discipline according to regulations. In the future, it will be reorganized. Individuals who are disciplined will not be subject to reorganization.
