Binh Dinh seeks solutions to 90 landslide-prone areas

Currently, in Binh Dinh province, there are about 90 areas at risk of landslides, of which 15 areas are identified as having a high risk of landslides. Faced with this situation, Binh Dinh province has issued a policy to build resettlement areas and relocate people out of landslide areas.

Concerns when moving

In the Da mountain area (Tra Cong village, An Hoa commune, An Lao district), which is assessed to have an extremely high risk of landslides during heavy rains and floods, there are dozens of households living there, including 27 households that need to be evacuated in an emergency.

Mr. Trinh Xuan Long - Chairman of An Lao District People's Committee - said that to ensure the safety of households in areas at high risk of landslides, the province has approved and provided additional funding for the district to implement the project of Resettlement Area for Disaster Area in Tra Cong Village (An Hoa Commune), with a total investment of nearly 45 billion VND.

“Currently, the district is completing procedures to implement investment and construction of resettlement areas, and soon move people from landslide areas to safety. An Lao is a mountainous and steep district, prone to landslides during heavy rains, so there can be no delay,” said Mr. Long.

According to the Chairman of the People's Committee of An Lao district, after working, 27 households subject to emergency relocation all agreed to relocate to new places. However, many households expressed concern because they did not have enough capacity to build a new stable place to live, due to the low level of support. In response to the households' request for land support and house construction, the locality will consider and propose the Provincial People's Committee to resolve.

Similarly, in the Ganh mountain area (Duc Pho 1 village, Cat Minh commune) and the Cam mountain area (Chanh Thang village, Cat Thanh commune), the People's Committee of Phu Cat district urgently implemented the project of Emergency resettlement and relocation of households living in landslide areas at Ganh mountain (phase 2) and the project of Construction of resettlement and emergency relocation areas for households living in landslide areas at Cam mountain, to move more than 120 households in the dangerous area to safety.

Mr. Nguyen Van Hung - Chairman of Phu Cat District People's Committee said that currently, the locality has completed the project to relocate people at Ganh Mountain (phase 1), relocating 36 households in the dangerous area, and is continuing to implement phase 2. The resettlement project at Cam Mountain is also being implemented.

"Through working, the households subject to relocation have basically agreed to move to the new place. However, there are still many things to be resolved, especially related to land procedures and funding to support households in building new houses," said Mr. Hung.

Don't let people become poor because of natural disasters

Regarding this issue, Mr. Ho Dac Chuong - Deputy Director of the Department of Agriculture and Rural Development of Binh Dinh province - said that after many years of monitoring, the areas of Da mountain, Ganh mountain and Cam mountain are assessed as 3 areas with very high risk of landslides. Therefore, the province has implemented resettlement projects to relocate people in these areas to safe places. Other dangerous areas in the province are also included in the software system for timely monitoring and warning.

"In addition to agreeing to relocate, households want to be guaranteed their rights when moving to a new place of residence. Regarding this issue, we have worked with localities to support compensation for land, houses, trees, and crops according to current policies, so that households have enough funds to build new places of residence. We cannot let natural disasters make them poor," said Mr. Chuong.

Mr. Lam Hai Giang - Vice Chairman of Binh Dinh Provincial People's Committee - suggested that in places where resettlement areas have been built, the district should mobilize, propagate and implement the relocation of people out of high landslide areas. Propaganda work is associated with ensuring social security and ensuring jobs.

"This issue must be mobilized, because when a landslide occurs, where will we find the force to mobilize, enforce, and relocate every day? There is no problem in rural areas, but in ethnic minority areas it is extremely difficult. You must urgently do it to be effective" - ​​Mr. Lam Hai Giang directed.
