On October 31, the People's Committee of Binh Dinh province announced that Chairman of the People's Committee of Binh Dinh province Pham Anh Tuan has just directed units and localities to strengthen management and ensure order and safety of railway corridors.
The Chairman of Binh Dinh Provincial People's Committee assigned departments, branches, localities with railways passing through and related units to continue to strengthen the direction of work to ensure railway traffic safety and order.
Effectively implement the direction of the Provincial People's Committee on implementing measures to control, narrow, and eliminate uncontrolled crossings (ILAs) across railways in the province; ensure safety and prevent railway traffic accidents; strengthen railway traffic safety at ILAs in the province.
Localities with railway lines passing through must closely coordinate with railway units to organize inspections, reviews, and enhance conditions to ensure train safety at railway crossing locations in the area; apply measures to prevent and combat railway traffic accidents at existing railway crossings.
Barriers to close and remove the railway crossings without having to build a service road; narrowing the railway crossings; adding warning signs to warn of trains; posting signs prohibiting/restricting road vehicles; organizing traffic safety guards/checkpoints at dangerous railway crossings...
Check, review and supplement road signs, stop lines, speed bumps, and clear vehicle visibility to ensure safety and smoothness for vehicles passing at level crossings in the area.
Coordinate with the Department of Transport to urgently develop a specific plan to build service roads and fences along the railway to eliminate illegal crossings of railways as planned.
Continue to coordinate with Nghia Binh Railway Joint Stock Company, Phu Khanh Railway Joint Stock Company, Nghia Binh Railway Economic Branch, Phu Khanh Railway Economic Branch to propagate and mobilize people to strictly comply with regulations on infrastructure protection and railway traffic safety; determine boundaries, hand over stakes, markers in the field and records of railway land marking to the locality under management.
Talking to Lao Dong, Mr. Nguyen Van Chien - Chief of Office of Traffic Safety Committee of Binh Dinh province said that currently, the implementation of eliminating railway traffic jams and building service roads with fences along the railway is facing many difficulties, because the land for railway corridors is still limited.
"The remaining LDTMs have now had their passages narrowed by the railway industry, allowing only local people's rudimentary vehicles to pass through. The province has proposed that the Ministry of Transport consider upgrading the locations to meet regulations, and those that do not meet regulations should be included in the list of fenced access roads," said Mr. Chien.
The People's Committee of Binh Dinh province also proposed that the Ministry of Transport have a plan to allocate funds to soon implement investment in upgrading 11 railway crossings on the Hanoi - Ho Chi Minh City railway line and 1 specialized level crossing into public level crossings with automatic warnings, because these crossings have existed for a long time, are densely populated areas with many vehicles passing through, serving the socio-economic development of the locality.
