On September 12, 2024, the Ministry of Public Security issued Official Dispatch No. 15/CD-BCA-V01 to the Public Security of units and localities on focusing on responding to major floods and ensuring the safety of dikes on rivers in the North, especially the Red River - Thai Binh River system.
Accordingly, the Ministry of Public Security sent a telegram to: Directors of Public Security of 16 provinces and cities including: Hanoi, Hoa Binh, Vinh Phuc, Phu Tho, Hung Yen, Thai Binh, Ha Nam, Nam Dinh, Ninh Binh, Tuyen Quang, Thai Nguyen, Bac Ninh, Bac Giang, Hai Duong, Hai Phong, Quang Ninh and many heads of Public Security units under the Ministry.
The Ministry of Public Security requests local police directors to:
(1) Arrange forces, especially grassroots forces, to guide, direct traffic, put up warning signs, ensure traffic safety, strictly control people and vehicles passing through culverts, spillways, deep flooded areas, fast-flowing water, landslide areas or areas at risk of landslides, and resolutely not allow people and vehicles to participate in traffic when safety is not ensured;
(2) Timely deploy forces and means to carry out search and rescue tasks, respond to and overcome the consequences of prolonged floods, prevent and protect dikes, and handle incidents "from the first hour", avoiding being passive or surprised;
(3) Advise local Party committees and authorities to direct plans to protect key dyke points according to the "4 on-site" principle, review and inspect dangerous and unsafe areas to have plans for evacuation and relocation, ensuring security and order, and safety for people's lives, especially in areas outside the riverbank (including in dike routes at risk of being unsafe), resolutely not letting people stay in dangerous areas when the flood rises (in necessary cases, proactively force evacuation to ensure safety for people's lives);
(4) Ensure security, order, safety of life and property for people and the State, prevent crime, especially crimes that take advantage of storms, floods, and natural disasters to operate in areas where people are evacuated to and from;
The dispatch of the Ministry of Public Security also stated that the units under the Ministry direct the implementation of work to prevent, combat and overcome consequences after storms and floods according to their assigned functions and tasks; prepare forces, means, supplies and medicines to support local police when requested, ensure communication to serve command and control work in response to floods, landslides, and organize search and rescue.
The Department of Equipment and Logistics shall preside over and closely coordinate with local police to urgently transport 100 tons of rice to people according to the approved plan; proactively propose to the Ministry's leaders a plan to provide equipment and means for rescue, prevention, control and overcoming consequences after storms and floods;
The Department of Health, Hospital 198, Traditional Medicine Hospital of the Ministry of Public Security sent a working group to support medicines, supplies, chemicals, epidemic prevention equipment, emergency tools and organize medical examination and treatment, and environmental sanitation for localities in need of support.
