The Ministry of Public Security has just sent an official dispatch to the police units and localities to urgently overcome the consequences caused by storm No. 3 and floods.
Accordingly, the Heads of Public Security of units and localities shall direct and implement resolutely, seriously and effectively the direction of the Prime Minister and the Ministry of Public Security on emergency response to storm No. 3 and floods, focusing on prioritizing the work of ensuring security, order, safety of life and property for people and the State.
Proactively advise local Party committees and authorities: Organize visits, encourage and support families affected by storms, floods and damage, especially policy families, households that lost their homes, single-parent families, poor and disadvantaged households;
Organize search and rescue for missing people, deploy professional measures to support identification of victims (if any) and organize treatment for injured people;
Continue to evacuate and relocate people, vehicles and assets in dangerous areas at risk of flooding and landslides to safe places; Urgently support people to overcome the consequences of storms, floods and clean up the environment to soon stabilize life and production.
Grasp the area, deploy professional measures to promptly respond, detect and handle acts of taking advantage of storms and floods to violate the law and steal property.
Arrange forces to guide, direct traffic, put up warning signs, ensure traffic safety, strictly control people and vehicles passing through culverts, spillways, deep flooded areas, fast-flowing water, landslide areas or areas at risk of landslides;
Resolutely do not allow traffic when safety is not guaranteed, especially at vulnerable points, areas affected by rain, floods, landslides, and areas at risk of landslides, to avoid unfortunate incidents that cause loss of life and property.
Implement well the motto of "4 on-site", "3 ready", proactively develop plans to prevent and combat natural disasters, ensure the safety of life and health of forces directly performing tasks and the safety of headquarters, documents and working equipment.
The functional units of the Ministry are ready with forces, means, supplies, and medicine to support when requested, ensuring communication to serve command and operation in responding to storms, and organizing search and rescue.
The Fire Prevention, Fire Fighting and Rescue Police Department; the Traffic Police Department; the Mobile Police Command shall proactively propose plans to mobilize reinforcements, dispatch forces and means to support localities when necessary; the Planning and Finance Department shall preside over and coordinate with the Public Security of units and localities to count the damage and report and propose to the Ministry for support;
The Department of Equipment and Logistics closely coordinates with the Public Security of units and localities to propose the immediate allocation and transportation of equipment and vehicles to serve the response, rescue, and overcoming the consequences of storms and floods;...
The Economic Security Department directs local police to grasp the situation of storms, floods, and coordinate with all levels and sectors to advise on the direction of flood discharge from hydroelectric reservoirs to ensure proper procedures and dam safety, and pay special attention to notifying and supporting the evacuation of downstream areas when there is danger;
The Department of Cyber Security and High-Tech Crime Prevention has directed strict handling of individuals and organizations that provide inaccurate information, affecting storm and flood prevention work.
