The proposal was stated by the Ministry of Public Security in the Draft Decree amending and supplementing a number of articles of Decree 69/2024 regulating electronic identification and authentication.
The drafting agency found that the issuance of identification accounts to foreigners residing in Vietnam has had many effective changes. However, in reality, there are many "bottlenecks" with typical cases, such as children who are foreigners whose parents are Vietnamese citizens sent to live with grandparents in Vietnam, using visa exemption papers or visas guaranteed by grandparents. These children are not eligible for temporary residence cards or permanent residence cards because their parents are not in Vietnam.
To facilitate the expansion of the scope of subjects who are foreign individuals residing in Vietnam to be granted electronic identification accounts, the draft Decree has amended and supplemented Article 7.
Accordingly, Vietnamese agencies, organizations, citizens and foreign organizations and individuals residing in Vietnam are granted electronic identification accounts as follows:
For Vietnamese citizens aged 14 and over who have been granted a citizen identification card or a valid ID card, they are granted a level 1 electronic identification account or a level 2 electronic identification account.
Vietnamese citizens under 14 years old have been granted an ID card and are granted a level 1 electronic identification account and a level 2 electronic identification account when needed. Vietnamese citizens under 6 years old have been granted an ID card and are granted a level 1 identification account when needed.
For foreigners aged 6 and over who are allowed to legally reside in Vietnam for 90 days or more or have a long-term visa in Vietnam that is still valid, they will be granted a level 1 electronic identification account and a level 2 electronic identification account when needed.
Foreigners under 6 years old who are allowed to legally reside in Vietnam for 90 days or more or have a long-term visa in Vietnam that is still valid are granted a level 1 electronic identification account when needed.
Vietnamese people and foreigners living and working abroad use electronic identification accounts and utilities on national identification applications through an international connection and connection platform for electronic identification and authentication located abroad.
For agencies and organizations established or registered to operate in Vietnam, they are granted an electronic identification account regardless of the level.
The draft is being posted by the Ministry of Public Security on the Electronic Information Portal to collect public opinions within 10 days, from October 3 13. Agencies, organizations and individuals can read the full text of the draft and contribute their opinions.
