Mr. Nguyen Van Hoang has 2 different birth certificates. One birth certificate was made by his biological parents in Kim Boi, Hoa Binh, under the name Nguyen Van Hoang.
When he was young, he was adopted by his uncle's family, so his birth certificate and household registration were registered with the name Nguyen Van Hoa, and his identity card was issued with the name Nguyen Van Hoa.
Later, when he returned to live with his biological parents, he made a new Citizen Identification Card with the name Nguyen Van Hoang. Currently, all his documents from school to work are under the name Nguyen Van Hoang.
"Will I be issued a new ID card with the name Nguyen Van Hoang?" - Mr. Hoang wondered.
Responding to this content on the Electronic Information Portal, the Ministry of Public Security said: According to the information provided by the citizen, the citizen currently has two names, two different birth certificates and two identification documents (ID card in the name of Nguyen Van Hoa, Citizen Identification Card in the name of Nguyen Van Hoang).
According to the provisions of the law on civil status, each person is only issued 1 birth certificate, so based on the provisions of Clause h, Article 70 of the 2014 Law on Civil Status, he needs to go to the People's Committee of the commune and send an official dispatch requesting the People's Committee at the district level to cancel and revoke 1 birth certificate.
Because the citizen did not provide complete personal information, it was not possible to check in the National Population Database whether there were 2 population data with 2 different names; 2 permanent residence registration places or 2 personal identification numbers.
Therefore, after you have had a birth certificate canceled, we recommend that you contact the Commune Police where you are actually residing (registered permanent residence) for instructions on how to cancel the results of permanent residence registration that is contrary to the law.
After the citizen has completed the above procedures, he/she should go to the Identity Management Agency (District Police or the Department of Administrative Management of Social Order of the Provincial Police) to carry out the procedures for issuing an identity card according to regulations.
