On the afternoon of October 7 in Hanoi, Minister, Chairman of the Office of the Government Tran Van Son, Spokesperson of the Government chaired the regular Government press conference for September 2024.
At the press conference, Major General Hoang Anh Tuyen - Spokesperson of the Ministry of Public Security - provided information about the 3 months of implementing the Law on Identification and the results of issuing identification cards according to the new regulations.
According to Major General Hoang Anh Tuyen, the Ministry of Public Security has prepared the means and technical solutions to organize the implementation of biometric collection of iris, DNA, and voice; integrating and exploiting information in identity cards and electronic identity cards.
With such preparation, from July 1 to October 7, the Ministry of Public Security issued more than 9.58 million identification cards, including more than 3.17 million cards for children under 6 years old; nearly 4.03 million cards for children from 6 to 14 years old; more than 2.38 million cards for people from 14 years old and above.
In addition, more than 1,500 voice biometric data and more than 260 DNA samples were collected.
Major General Hoang Anh Tuyen stated that the implementation of the Law on Identification and the work of receiving documents and issuing basic identification cards has been smooth, ensuring progress, quality and efficiency.
Responding to the Ministry of Public Security's proposal to establish a data exchange when drafting the Data Law, Major General Hoang Anh Tuyen stated that the purpose of this law is to thoroughly grasp and concretize the Party's viewpoints, guidelines, and policies, and the State's laws on building and perfecting the legal system on data, serving state management work, and promoting socio-economic development.
Regarding the regulations on establishing data trading floors, according to Major General Hoang Anh Tuyen, in the world there are many data products and services being developed with an increasingly expanding trend, connecting with all economic sectors.
Social activities such as: Data trading floors; data intermediary services; data analysis and synthesis services; electronic authentication of data not associated with electronic identity subjects... all have mechanisms.
However, in our country there are no legal regulations regulating these activities to create a legal basis to promote and develop data products and services, and create a data market.
Therefore, the drafting of the Data Law supplements regulations on data trading floors to contribute to establishing a data market, promoting the development of data-related products and services, promoting digital transformation in economic sectors, transforming the communication methods between state agencies and organizations, individuals and social relations in the digital environment.
According to Mr. Tuyen, because these are new regulations, being prescribed for the first time, a flexible mechanism is needed to promptly adjust when necessary.
The Government has agreed to draft the law in a way that does not specifically stipulate this content in the law, and assigns the Government to prescribe a roadmap and solutions for market development in accordance with reality.
As for which data can be traded, which data cannot be traded, and security protection will be regulated by law.
