Speaking at the rally, Mr. Le Thanh Long - Member of the Party Central Committee, Deputy Prime Minister, Chairman of the National Committee for AIDS Prevention, Drug Control, and prostitution - emphasized the great harm of drugs to people, society, and the stability and development of the country and people. Clearly aware of the current situation and risks of drugs, in recent years, our Party and State have issued many policies and mechanisms, proposing synchronous tasks and solutions for drug prevention, control and control.
The Deputy Prime Minister acknowledged and commended the determination, efforts and positive results that ministries, branches, central and local agencies, including Quang Ninh province, have achieved; expressed gratitude for the contributions, sacrifices and congratulated the achievements of the forces directly participating in drug crime prevention and control in recent times, making important contributions to the development achievements and ensuring social order and safety of the country.
To prevent, combat and control drugs more effectively, substantially and sustainably, the Deputy Prime Minister suggested that in the coming time, ministries, branches, agencies, localities and related forces continue to thoroughly grasp and effectively implement policies, guidelines, policies and laws on drug prevention and control.
Specialized forces, with the core being the police force, need to grasp the situation early, from afar, from the grassroots level; strengthen state management of investment and business sectors with conditions, sensitive services on security and order; strictly control legal activities related to drugs; proactively prevent, detect, combat, and thoroughly handle acts of buying, selling, organizing, receiving, using and illegally manufacturing drugs.
Continue to review, detect, count, manage drug addicts and illegal drug users and fight, eradicate complex drug hotspots and gathering places. Promote the exploitation and application of the National Population Database in the management of drug addicts and illegal drug users and post-rehabilitation management.
Along with that, prioritize resources to invest, repair, and upgrade facilities in drug rehabilitation facilities; promote the application of science and technology in management and treatment, meeting the requirements of drug rehabilitation in localities; improve the effectiveness of drug rehabilitation; have policies to support, create jobs, and eliminate discomfort for people after retirement. At the same time, pay attention to training, fostering and having appropriate support policies and regimes for specialized forces in drug prevention and control; increase information, propaganda and promote international cooperation in drug prevention and control.
With the theme "Joining a determination - For a drug-free community", this year's rally continues to affirm the determination of the entire political system and the entire population in drug prevention and control. At the same time, spread an extensive propaganda campaign on drug prevention and control to all levels, sectors and the masses; thereby, promoting the combined strength; contributing to building a drug-free community, a safe, healthy, orderly and disciplined society; effectively serving the country's socio-economic development.
Immediately after the rally, more than 1,000 officers, soldiers, members, union members, police youth, women, veterans, youth unions, volunteers and the masses participated in the parade in response to the Drug Prevention and Control Action Month; International Day for Drug Prevention and Control and National Day for Drug Prevention and Control.
