Ensuring safety for key projects

The Ministry of Industry and Trade requests units to closely monitor natural disaster developments from the National Center for Hydro-Meteorological Forecasting; promptly direct and implement response measures according to the "4 on-the-spot" motto for all possible situations.

Units need to review and update the 2026 natural disaster prevention and control plan in accordance with the actual situation; inspect key works and areas to promptly overcome existing shortcomings and defects, ensuring readiness to respond when natural disasters occur.

For the Departments of Industry and Trade of localities, the Ministry requests to direct hydropower dam owners to strictly implement the operating procedures for single and inter-reservoirs that have been approved by competent authorities, ensuring scientific operation, absolute safety for the project and effective use of water sources for power generation.

The Ministry of Industry and Trade also requested the Departments of Industry and Trade of provinces and cities to direct businesses to build and implement essential goods reserve plans; proactively review areas at risk of being cut off and isolated due to floods to ensure sufficient supply of food, foodstuffs, drinking water and necessities for people. The goal set out is not to let a shortage of essential goods to serve people in affected areas occur.

Market management forces in localities are assigned to strengthen market inspection and control; promptly detect and strictly handle violations of the law in commercial activities; prevent speculation, hoarding, unreasonable price increases, and illegal profits for essential goods and materials serving disaster recovery.

For industrial projects under construction in areas at risk of flash floods and landslides, especially hydropower and mineral exploitation projects, the Ministry requests to promptly advise local authorities to direct the temporary suspension of construction; have plans to relocate workers, machinery, and equipment to safe places; ensure communication to serve incident response, natural disaster response and search and rescue.

Ensuring the safe operation of power systems, hydropower reservoirs and mineral exploitation

For Vietnam Electricity Group (EVN), the Ministry of Industry and Trade requests to direct electricity units to deploy plans to respond to natural disaster situations that may develop complicatedly; ensure safe and stable power supply, especially for important loads; ensure safety for people, equipment, electrical works and people; be ready and quickly restore the power system when incidents occur.

EVN is required to review points with high safety risks, areas with trees inside and outside corridors that are likely to affect project safety to coordinate with tree owners and local authorities to prune and clear corridors, ensuring safe distance according to voltage levels.

Hydropower project management and operation units under EVN and power generation corporations must fully implement the requirements in the Official Dispatch; review and inspect communication systems, flood discharge warning systems; coordinate with functional agencies to implement measures to respond to floods and storms, and handle situations affecting the safety of downstream residents during operation.

For the National Power System and Electricity Market Operation One Member Limited Liability Company, the Ministry requests to develop appropriate national power system operation methods, prioritize mobilizing maximum hydropower plants in the Northern region to create more flood prevention capacity for reservoirs; and at the same time rationally mobilize other power sources, ensuring the national power system operates safely, stably, continuously, meeting the electricity demand for socio-economic development and people's lives.

The Ministry of Industry and Trade requests units to strictly implement the Official Dispatch; prepare sufficient forces, vehicles, and materials to be ready to respond to natural disaster situations; closely coordinate with authorities at all levels in disaster prevention and control, rescue and relief work; organize 24/24 hour duty and regularly report the situation to the Standing Office of the Civil Defense Command of the Ministry of Industry and Trade.
