Attending and giving a speech at the 2024 Transport Industry Review Conference held on the afternoon of December 30, Deputy Prime Minister Tran Hong Ha emphasized that the new organizational model of the transport industry will synchronize transport issues with urban and rural construction.
This is a change in a stronger, more synchronous direction, contributing to building a state apparatus: "Refined - Lean - Strong - Effective - Efficient" under the direction of the leaders of the Party, State and Government.
Deputy Prime Minister Tran Hong Ha emphasized: With the mission of pioneering, the transport sector is the sector that creates connections between economic sectors, between localities and countries.
The Deputy Prime Minister also said that 2024 is a year with many difficulties, but Vietnam has recorded many bright spots. Vietnam is among the 15 developing countries attracting the highest FDI; Social security is guaranteed, the poverty rate is low; The 2024 Happiness Index increased by 11 places, ranking 54/143 countries; The Innovation Index ranked 44/132 countries...
For the transport sector, especially the road sector, if in nearly 20 years (from 2021 onwards), the whole country has only invested in nearly 1,200 km of expressways, then from 2021 to now, the total length of expressways completed and put into operation has reached nearly 900 km. The total length of expressways has increased to 2,021 km.
"Over the past year, the Ministry of Transport has coordinated to develop and complete the submission to the Government and the National Assembly for promulgation of two Laws: Roads and Road Traffic Order and Safety with innovative thinking, with many breakthrough points. The collective leadership, civil servants, public employees, workers in the transport sector, contractors, consultants... have worked day and night, completing their tasks well" - the Deputy Prime Minister assessed.
Directing the tasks in the coming time, the Deputy Prime Minister requested the Ministry of Transport, after the merger, to do better what has been done well, in accordance with the spirit of "Ministry of Excellence, Province of Strength", step by step train a team of cadres with breakthrough and innovative thinking, organize the management apparatus in the direction of "Efficient - Lean - Strong - Effective - Effective - Efficient", integrating with the management of urban and rural areas, creating a comprehensive strength.
The transport sector also needs to proactively seize opportunities and take the lead in industrial development, especially opportunities from high-speed railway and urban railway projects.
Along with the synchronous implementation of transport methods, the Ministry also needs to calculate the synchronous development between regions. When investing in transport routes, they must be placed in an ecosystem, with connectivity and synchronization to promote investment efficiency.
"In 2025, the transport sector must identify key investment projects and raise the issue of institutional reform in railways, maritime, inland waterways and aviation. The Ministry must soon set up key projects such as the North-South high-speed railway, Ho Chi Minh City - Can Tho, Lao Cai - Hanoi - Hai Phong, and speed up the preparation of investment procedures, start construction and put this project into the national key project to have a basis to speed up progress" - the Deputy Prime Minister directed.
The transport sector is also required to continue institutional reform, especially in railways, maritime, inland waterways, and aviation after a period of focusing on breakthroughs in the road sector.
Digital transformation and green transformation need to continue to be promoted, from planning, construction organization, and operation.
