Civil servants have many concurrent jobs, lack of professional human resources
On August 7, in Dai Mo ward (Hanoi), the working delegation of the Ministry of Agriculture and Environment led by Deputy Minister Hoang Trung had a working session with the Hanoi People's Committee to grasp the situation, guide and answer difficulties and problems in the initial stage of implementing the two-level local government model according to Decision No. 2971 of the Ministry.
At the meeting, Mr. Ta Van Tuong - Deputy Director of the Department of Agriculture and Environment said that in order to implement the two-level government model, the Department has advised on organizing the implementation of regulations in Decrees No. 131, 136, 151; at the same time, reviewed and received 104 tasks from superiors and transferred 147 administrative procedures to the commune level, ensuring a smooth implementation process.
The Department also assigned 126 officers of the Land Registration Office to support 126 communes and wards to enhance the capacity to process land records at the facility.
Reporting on the situation in the area, Mr. Hoang Minh Hai - Vice Chairman of Dai Mo Ward People's Committee said that since the Ward People's Committee was established (from July 1), the locality has clearly assigned tasks to departments and offices; seriously implemented instructions related to organizational structure, administrative reform and key programs of the industry.
According to Mr. Hai, the two-level government model has contributed to improving proactiveness at the grassroots level, shortening processing procedures, and increasing the effectiveness of state management, especially in the agricultural and environmental sectors. Some areas have achieved clear results such as: compensation, support, land recovery, land use conversion, environmental protection in the locality.
However, Mr. Hai also pointed out some difficulties such as civil servants who are also busy with many jobs, lack of professional human resources and confusion of grassroots cadres when performing new tasks.

The Ministry is ready to send " seconded" cadres to support the locality
At the meeting, representatives of departments under the Department and localities also pointed out difficulties in the fields of land, environment, minerals, forestry, dykes, natural disaster prevention, animal husbandry - veterinary... These contents were answered and specifically guided by the leaders of the Ministry and specialized units.
Regarding the proposal to amend the Land Law and laws related to planning and public investment, Deputy Minister of Agriculture and Environment Hoang Trung informed: The Ministry is drafting a Law amending and supplementing a number of articles of the Land Law to submit to the National Assembly at the session in October.
Regarding the issue of allocating service land when the State reclaims agricultural land to implement the project, Mr. Le Van Binh - Deputy Director of the Department of Land Management said: This is an existing problem since localities such as Ha Tay and Me Linh (old Vinh Phuc) merged into Hanoi.
On August 1, 2025, the Ministry issued Document No. 5026 to the Hanoi People's Committee for specific guidance on solutions. In case of further problems, the Ministry is ready to coordinate in handling them promptly.
Regarding the recommendation that the People's Committees at the commune level do not directly publicly post compensation, support and resettlement plans but assign them to infrastructure management boards or specialized departments for implementation, Mr. Binh affirmed: The 2024 Land Law clearly stipulates that the People's Committee must preside over and coordinate with the Fatherland Front Committee and related units to mobilize and persuade people and publicize compensation plans. This is the common responsibility of the entire political system, and cannot be delegated to any other department or committee.
Concluding the meeting, Deputy Minister Hoang Trung highly appreciated the initial results of Hanoi City in implementing the two-level government model, especially in the agricultural and environmental sectors, without causing major problems.
Mr. Hoang Trung suggested that units under the Ministry continue to proactively coordinate closely with localities, promptly remove difficulties to ensure a smooth and efficient operating system, creating convenience for people and businesses.
In the process of implementing local government at two levels, the Ministry always listens to proposals and recommendations from the grassroots to promptly remove bottlenecks, and properly implement the direction of the Politburo and the Prime Minister, the Deputy Minister emphasized.
Deputy Minister Hoang Trung also said that the Ministry has organized many training courses to answer questions for localities, and at the same time requested the departments under the Ministry to continue expanding specialized guidance conferences on land procedures, environment... For localities in need, the Ministry is ready to send " secondment" staff to support the implementation of tasks at the grassroots level.
Currently, the Ministry is presiding over the amendment of 17 laws, so the Deputy Minister suggested that Hanoi actively contribute comments to improve the legal framework, better serving the operation of the two-level local government model in the new period.
