According to Official Dispatch No. 11/CD-CT signed by Chairman of Hanoi People's Committee Tran Sy Thanh on August 6, to strengthen the work of maintaining urban order and ensuring environmental sanitation in Hanoi during the time of organizing activities to celebrate the 80th anniversary of the August Revolution, National Day on September 2 and preparing to serve the 14th National Congress of the Party, the 18th City Party Congress.
Request the Department of Agriculture and Environment to review and develop a flexible and effective operation plan for centralized waste treatment areas (Nam Son, Xuan Son), ensuring continuous and safe waste reception and treatment, facilitating garbage transportation vehicles to waste-to-energy plants to reduce the amount of waste treated by landfill, preventing stagnation and congestion.
Closely monitor and control the amount of waste treated daily, ensuring accuracy and efficiency; coordinate with the Department of Planning and Architecture, People's Committees of communes and wards to review and arrange garbage collection locations and garbage trucks to ensure suitability and not affecting the urban landscape.
Continue to advise on innovating equipment and means for environmental sanitation; invest in modern machinery and equipment, applying new technology in waste collection and transportation; increase investment in management technology, install surveillance camera systems in "black spot" areas for waste; build a digital data platform to serve the management and operation of urban environmental sanitation effectively and transparently.

Direct the strengthening of maintaining and washing road surfaces on key routes (central areas, routes at risk of pollution due to large traffic volume).
At the same time, coordinate with the People's Committees of wards and communes to propagate and mobilize people not to burn straw, convert livestock to reduce emissions, guide the collection and treatment of packaging of pesticides and hazardous waste in agriculture, especially in specialized areas and suburban areas.
In particular, strengthen inspection, supervision and strict handling of violations of environmental sanitation regulations, especially in public areas, "black spots" of waste, traditional markets, construction works, key routes, etc. Guiding and urging the monitoring of air and surface water quality in key rivers and lakes; promptly issuing warnings when detecting the risk of pollution exceeding the permitted threshold.
The Department of Construction focuses on strictly handling violations of urban order such as encroachment on roads and sidewalks to gather construction materials and construction waste. Organize inspections of construction works, promptly rectify violations of construction order and construction hygiene; Require investors to strictly implement regulations to ensure environmental hygiene throughout the construction process.
In particular, strictly handle means of transport transport carrying construction materials, construction waste that do not cover or drop during transportation; vehicles and equipment entering and leaving the construction site that generate mud and dirt onto the streets.
The Hanoi City Inspectorate presides over and coordinates with the Department of Construction, Hanoi City Police and People's Committees of wards and communes to strengthen inspection and thematic inspection of compliance with regulations on ensuring environmental hygiene during construction, transportation of materials and construction waste; strictly handle according to authority or recommend competent authorities to handle investors and transport units who violate (not packing bags, covering, letting spillage cause dust and environmental dis Sanitation), and at the same time inspect, supervise, and handle violations of urban order according to regulations.
Hanoi City Police coordinate with the Department of Agriculture and Environment and the Department of Construction to increase patrols, control, and arrange checkpoints to check vehicles causing environmental pollution and street dust (discharge that does not meet requirements, dumping of waste, construction materials, waste soil, and sludge) to promptly handle according to regulations.
Strengthen forces to coordinate with local authorities to patrol, detect and strictly punish violations of discharging waste and dumping waste in the wrong place, means of transporting construction materials and construction waste not packed or covered, vehicle owners and investors allowed materials and mud to fall, causing dust on sidewalks and roads; coordinate with the Hanoi City Inspectorate and People's Committees of wards and communes to make records, enforce and suspend operations for cases of repeated violations.
The Department of Culture and Sports, Hanoi Radio and Television Station and the city's newspapers and radio stations have stepped up propaganda to raise people's awareness of maintaining urban order and ensuring environmental hygiene. Strengthen supervision of organizations and individuals in environmental sanitation; reflect and criticize acts that cause environmental pollution and environmental dis sanitation.
Coordinate with the Vietnam Fatherland Front Committee of Hanoi City to implement community communication campaigns, respond to activities of clearing streets, clearing sewers, and dredging canals. At the same time, preside over and coordinate with the People's Committees of communes and wards to inspect, handle and dismantle unlicensed, torn, fallen advertising signs that damage the urban beauty.
