Recently, the Ministry of National Defense received a petition from voters of Ninh Thuan province sent by the Government Office under Official Dispatch No. 687/VPCP-QHDP dated February 24, 2025.
Accordingly, voters in Ninh Thuan province recommended that voters who have completed international missions in the K battlefield (Cambodia) hope that the State will study and have a monthly or annual support regime and policy, because many people are now over 60 years old and have difficult lives.
Responding to this content on the Electronic Information Portal, the Ministry of National Defense said that in recent years, along with the development of the country's socio-economy, the Party and State have paid attention to issuing many regimes and policies on treatment for those participating in resistance, war to protect the Fatherland and performing international duties.
In which, there is Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for subjects participating in the war to protect the Fatherland, performing international missions in Cambodia, helping Laos after April 30, 1975 to be demobilized, discharged, or quit their jobs.

The regulation of subjects and conditions for receiving monthly allowances or one-time allowances according to the above Decision has been carefully studied by ministries and branches, reported to the Government Party Committee to submit to the Politburo for approval, and the Prime Minister to issue a Decision to implement the regime and policies;
At the same time, it is consistent with the nature and characteristics of the resistance war, the war to protect the Fatherland and the economic conditions of the country, balancing with the issued regimes and policies.
Therefore, according to the Ministry of National Defense, the proposal that subjects who have completed international missions in the K battlefield (Cambodia) are entitled to monthly or annual support regimes and policies (not based on the actual time of service in the Army in general and the time of international missions in Cambodia in particular of each specific subject) is not consistent with the Conclusion of the Politburo and the Prime Minister's Decisions.
At the same time, it will create policy inadequacies for subjects participating in the resistance war against France and the US who have enjoyed the regime and policies according to Decision No. 47/2002/QD-TTg dated April 11, 2002, Decision No. 290/2005/QD-TTg dated November 8, 2005, Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister; not ensuring fairness between subjects with actual service in the Army of less than 15 years and more than 15 years.
On the other hand, to ensure social security, on June 29, 2024, at the 7th Session of the 15th National Assembly, the Social Insurance Law No. 41/2024/QH15, effective from July 1, 2025, added subjects and conditions for enjoying social pension benefits guaranteed by the state budget.
In particular, poor households and near-poor households who are 70 years old to under 75 years old and those who are 75 years old or older, if they do not have a pension or monthly social insurance allowance, will receive social pension allowance according to Government regulations.
