According to Mr. Ngo Truong Nam - General Director of Deo Ca Group (the lead contractor of the project consortium), according to the design, the stone source for the Quang Ngai - Hoai Nhon expressway project is taken from the stone used after tunnel digging, combined with commercial stone purchase.
However, the actual geology at Tunnel No. 3 is different from the investor's survey record, the initial technical design of the investor, leading to the inability to take advantage of this stone source. This gives rise to the need to buy stones from commercial mines, while the annual exploitation capacity of quarries in the province is very low, not enough to meet the needs of the project.

On May 16, the 13th term of the People's Council of Quang Ngai province, term 2021-2026, opened its 34th session (special session). The meeting discussed and resolved 2 draft resolutions submitted by the People's Committee of Quang Ngai province, including: list of additional works and projects for land acquisition in 2025 and list of additional works and projects to convert the purpose of using rice-growing land, protective forest land, and production forest land to other purposes in 2025 in Quang Ngai province.
After reviewing, discussing and listening to the explanations and clarifications of the Vice Chairman of the Provincial People's Committee in charge of the field and the leaders of the Department of Agriculture and Rural Development, all 40/40 delegates present unanimously voted to approve the two draft resolutions mentioned above.
In particular, the area of 2.69 hectares registered to supplement the conversion of production forest land use to other purposes at the quarry east of Deo Binh De (Duc Pho town) is included in the approved list this time.
This is a condition for the People's Committee of Quang Ngai province to carry out the next steps, supporting the increase of exploitation capacity, proactively and ensuring enough stone for the Quang Ngai - Hoai Nhon expressway project.
Currently, the People's Committee of Quang Ngai province is actively supporting the mine owner to complete land lease procedures and increase exploitation capacity according to regulations to promptly meet the demand for stone for the main route of the expressway project as soon as possible.
The shortage of shavings serving the construction of asphalt concrete is a recent problem arising, hindering the progress at the Quang Ngai - Hoai Nhon highway project. According to the plan, the source of macadames serving the project is mainly taken from An Hoi mines (Nghia Ky commune), Van Ly (Pho Phong commune), Dong De De De De (Pho Chau commune) and from excess stone source during the tunnel drilling process.
However, currently, An Hoi mine is still providing stable supply but is located at the beginning of the route, at a long distance. Meanwhile, Van Ly mine located in the middle of the route is stuck in a dispute over the route, so it has not been able to provide stone for the project for nearly a month. Underground drilling cannot be used because it does not meet technical requirements, while Dong Deo Binh De mine has low capacity.
Meanwhile, the main expressway has been paved with about6% of the roadbed and is currently focusing on accelerating the construction of the crushed stone and asphalt concrete section to closely follow the completion progress of the entire route in 2025 according to the Prime Minister's direction.
The project to exploit stone quarries for common construction materials in Dong Deo Binh De (Pho Chau commune, Duc Pho town) is invested by August 19 Development Joint Stock Company, with a total investment of about 20.7 billion VND. The project has a designed exploitation area of about 7.89 hectares, a reserve of nearly 1.5 million tons, a capacity of 50,000 m3 of monolithic stone/year, and an operation period of 26 years.
