On May 5, Minister of Justice Hoang Thanh Tung chaired a meeting of department-level leaders of units under the ministry.
According to the report at the meeting, in April, the Ministry of Justice continued to closely follow the direction of the Central Government, the Government, and the Prime Minister, maintaining strict administrative discipline, completing a very large workload, many difficult tasks, and urgent deadlines, requiring close coordination with competent agencies.
Accordingly, some outstanding results have been achieved such as: Continuing to effectively implement the Resolution of the 14th Party Congress, Resolutions and Conclusions of the Politburo and the Secretariat associated with the work areas of the Ministry; Ensuring the progress of building draft laws and resolutions in the 2026 Legislative Program, especially completing the construction and submission to the 16th National Assembly for approval of 7 draft laws and resolutions, accounting for 1/2 of the total number of draft laws and resolutions approved by the National Assembly at the First Session with many breakthrough new regulations.
The Ministry of Justice also completed the chairmanship and coordination with ministries and sectors to conduct a general review of administrative procedures (TTHC), business conditions (ĐKKD); advised the Government to issue 8 Resolutions on cutting, decentralizing, and simplifying TTHC and ĐKKD in many fields.
At the meeting, regarding the work of building and organizing the implementation of laws, Minister of Justice Hoang Thanh Tung emphasized that it is absolutely necessary not to allow the situation of overdue documents to occur. In particular, implementing the direction of the Government, drafting dossiers of draft laws, ordinances, and resolutions when submitted must be accompanied by a full draft of regulations for sections and implementation guidelines. Appraisal work must improve quality, assess clearly and substantively.
In addition, the minister requested to accelerate the progress of building and completing important projects and draft laws; strengthen coordination with ministries and sectors in handling a large volume of documents that need to be amended and completed; and at the same time effectively organize a general review of legal normative documents with the requirement of urgent progress and high quality.
Regarding administrative procedure reform, the minister requested to continue to drastically implement tasks of reducing and simplifying business conditions, strictly controlling the emergence of new procedures, ensuring substance, avoiding the situation of "cutting here, expanding there". At the same time, promote digital transformation, complete and develop large databases, deploy the Digital Legal Platform of Vietnam, and apply artificial intelligence in building, inspecting, and reviewing documents.
