Deputy Prime Minister Pham Thi Thanh Tra has just signed Official Dispatch No. 423/TTg-CĐS dated April 19, 2026, sent to Ministers and Heads of ministerial-level agencies on decentralization, reduction, and simplification of administrative procedures (TTHC), business conditions as required by the Central Government. In which, it is clearly stated that ministries are still behind schedule and have not achieved targets as required.
According to the official dispatch, as of April 18, 2026, 16/16 Ministries and ministerial-level agencies have sent plans for decentralization, reduction, and simplification of administrative procedures, business conditions (ĐKKD), and reduction of conditional investment and business lines to the Ministry of Justice.
Among them, 3 Ministries proposed plans to achieve all targets as required, including Ministries: Agriculture and Environment, Construction, Justice.
There are still 3 Ministries and ministerial-level agencies: Science and Technology, Foreign Affairs, and Government Inspectorate that have not achieved any targets.
Some Ministries with conditional business investment sectors have not achieved some reduction targets such as: the Ministry of Finance, the State Bank of Vietnam have not met the criteria required by the Ministry level to implement no more than 30% of administrative procedures under management.
The Ministry of Ethnic Minorities and Religions, the Ministry of Home Affairs, the Ministry of Health, and the State Bank of Vietnam have not met the criteria for reducing 50% of the time to resolve administrative procedures compared to 2024.
The Ministries of Industry and Trade, Home Affairs, and Health have not met the criteria for cutting 50% of administrative procedure compliance costs compared to 2024; The Ministry of Ethnic Minorities and Religions has not sent data on this criterion.
Regarding the criterion of reducing 100% of unnecessary business conditions, according to statistics, the Ministries that have not met the requirements include: the Ministry of Home Affairs, the Ministry of Finance, the Ministry of Health, and the State Bank of Vietnam.
Regarding the criterion of cutting at least 30% of conditional business lines, some ministries have not met the requirements such as: Ministry of Industry and Trade, Ministry of Education and Training, Ministry of Home Affairs, Ministry of Finance, Ministry of Culture, Sports and Tourism, Ministry of Health, State Bank of Vietnam...
The Prime Minister praised the Ministers of Agriculture and Environment, Construction, and Justice for decisively directing the implementation of tasks, proposing plans for decentralization, cutting down, and simplifying administrative procedures, reducing business conditions, and conditional business lines to ensure achieving and exceeding all assigned targets according to Conclusion No. 18-KL/TW and Notice No. 185/TB-VPCP.
Deputy Prime Ministers in assigned fields continue to direct Ministers and Heads of ministerial-level agencies to be directly responsible, direct relevant units to review decentralization plans, cut down, and simplify administrative procedures, business conditions, and conditional business lines according to their authority, strictly implementing requirements on targets and progress according to Notice No. 185/TB-VPCP.
Based on the directing opinions of the Deputy Prime Ministers in charge, ministries and agencies urgently complete the decentralization plan, cut and simplify administrative procedures, cut business conditions, send to the Ministry of Justice and the plan to cut conditional business lines send to the Ministry of Finance.
The plan sent to the Ministry of Justice and the Ministry of Finance must ensure the achievement of the targets and requirements according to Conclusion No. 18-KL/TW.
Ministers and Heads of ministerial-level agencies are fully responsible to the Government and the Standing Committee of the Government in cases where Ministries and ministerial-level agencies do not meet targets or are behind schedule as required by the Standing Committee of the Government in Notice No. 185/TB-VPCP and this Official Dispatch.
