On the afternoon of May 4, at the regular government press conference in April 2026, Deputy Minister of Justice Nguyen Thanh Tinh informed about administrative procedure reform and business conditions.
According to Deputy Minister Nguyen Thanh Tinh, at a recent Government meeting, the Prime Minister requested ministries and sectors to cut at least 30% of administrative procedures, 50% of resolution time, 50% of compliance costs and 30% of business conditions, and at the same time requested to focus on eliminating 100% of unnecessary procedures.
On April 29, the Government issued 8 resolutions on cutting and simplifying administrative procedures and business conditions.
Deputy Minister of Justice affirmed that this is a great effort. "It must be said that 15 days and nights of lightning speed to develop plans and advise on the promulgation of legal documents to implement cuts and simplify administrative procedures and business conditions. This is an effort, determination and drastic action in accordance with the spirit of the new Government," Deputy Minister Nguyen Thanh Tinh emphasized.
Regarding the results, the Deputy Minister of Justice said that in terms of decentralization and delegation of power, the total number of administrative procedures that the Central Government has resolved is only 1,570 procedures. For conditional business investment sectors according to the Investment Law, there are currently 198 sectors and ministries and sectors have proposed to cut 60 sectors.
Ministries and agencies proposed to cut according to 8 resolutions of the Government 1,732 unnecessary business conditions; abolish 680 administrative procedures, simplify 521 administrative procedures; further cut 18,097 days of resolving administrative procedures, raising the total reduced processing time to 51,419 days/97,020 days (reaching 52.9%), exceeding the assigned target.
Agencies continue to propose cutting administrative procedure costs with an estimated figure of over 23,000 billion VND/year. This is a very significant figure contributing to development.
The Deputy Minister of Justice affirmed that in less than a month of operation, the new Government has drastically implemented the goal of reducing and simplifying administrative procedures and business conditions.
Regarding the question of how to substantially cut back, avoid re-emerging new procedures and business conditions, Deputy Minister of Justice Nguyen Thanh Tinh emphasized that this is an issue that the Standing Committee of the Government directs very clearly with the spirit of thoroughly shifting from pre-inspection to post-inspection.
The Ministry of Justice, when appraising resolutions, also requires ministries and sectors, at the same time as cutting and abolishing administrative procedures and pre-inspection procedures, to have alternative solutions to ensure feasible cuts, not just formalities.
Reducing and simplifying administrative procedures, strengthening post-inspection, the requirements for law enforcement must also be better and more substantive. To do so, the law must have sanctions.
For example, for entities registering operating notices, they must be honest, registering which business lines must ensure sufficient conditions, otherwise, during post-inspection, state agencies will revoke professional certificates and prohibit that individual or organization from doing business, and at the same time impose penalties to ensure law enforcement.
On the other hand, state management agencies need to strengthen digital transformation in management and will soon deploy an information system to control administrative procedures.
With that spirit, the re-establishment of business conditions, administrative procedures, and increased costs for people and businesses will be better controlled.
