The Ministry of Construction said that on November 27, 2025, the Prime Minister issued Official Dispatch No. 233/CD-TTg on handling a particularly serious traffic accident that occurred on National Highway 1 at Km42+600 in Nhan Ly Commune, Lang Son Province on November 26, 2025 (due to a tractor-trailer with license plate 98E-000.77 pulling a semi-trailer with license plate 98R-012.92 colliding with a car with license plate 19A-483.13. The accident resulted in 04 deaths and 02 injuries).
The Ministry of Construction requires agencies and units within the scope of their assigned functions and tasks to urgently implement the following work contents:
The Departments, specialized management departments, the Department of Construction of provinces and centrally run cities and relevant agencies and units will review the overall tasks assigned in Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic order and safety in the new situation and Plan No. 4485/KH-BGTVT dated April 29, 2023 of the Ministry of Transport (now the Ministry of Construction) on the implementation of Directive No. 10/CT-TTg of the Prime Minister to ensure order and traffic safety nationwide.
Proactively develop solutions to prevent and stop similar traffic accidents, ensuring the safety of people's lives and property.
The Vietnam Road Administration coordinated with the Department of Construction of Lang Son province to urgently organize a review of the accident area, focusing on checking the conditions of traffic infrastructure, traffic organization, sign system, paint lines, and traffic lights.
In case of any problems, it is necessary to promptly propose measures to overcome the problems, ensuring safety for people and vehicles participating in traffic.
Continue to coordinate with the Department of Construction of localities to organize a general review of " common points for traffic accidents", "potential points for traffic accidents" and unreasonable traffic organization on National Highways nationwide to propose solutions, plans, and roadmaps for solutions.
Organize to overcome shortcomings in traffic organization when there are recommendations from agencies and organizations.
Consider and handle the responsibilities of units that have been recommended many times but are slow to overcome "black spots" and "potential points" that cause serious traffic congestion and traffic accidents, especially serious on National Highways.
The specialized management departments, the Economic - Construction Investment Management Department strengthen control over passenger transport and cargo transport at departure points, resolutely not allowing departure/exit in the mine area, terminals, ports, construction sites... for vehicles that have expired, have expired for inspection, carry more people than prescribed, are overloaded with vehicles and vehicles that do not meet technical safety and environmental protection standards.
The Department of Construction of provinces and centrally run cities needs to proactively coordinate with the Traffic Police and local Police forces to review and handle black spots and potential traffic accident spots on decentralized national highways and local road systems; promptly overcome shortcomings in traffic organization, signs, traffic lights, and traffic safety corridors.
Strengthen inspection and supervision of road transport business activities in the area, especially for tractors, container trucks, vehicles carrying materials and heavy goods; Require transport enterprises to strictly implement regulations on driving hours, technical safety conditions for vehicles and journey monitoring equipment.
The Department of Transport and Traffic Safety presides over and coordinates with relevant units to monitor and summarize the situation and implementation results of measures to overcome and prevent traffic accidents; advise the Ministry to report to the Government upon request.
