On July 27, a delegation from the Ministry of Construction led by Deputy Minister of Construction Le Anh Tuan inspected the site and worked with relevant units on the progress of the Ninh Binh - Hai Phong expressway (CT. 08) construction investment project, the section passing through Ninh Binh and Hung Yen provinces.
Before the working session, the working delegation and provincial leaders inspected the field area of the Hong River overpass in Hong Vu commune.
According to Construction Investment Project Management Board No. 2, the Ninh Binh - Hai Phong expressway project has a total length of about 60.9km, of which the section through Hung Yen province is 33.3km long; invested in a scale of 4 complete lanes, design speed of 120km/h, total investment of nearly 19,785 billion VND.
To date, site clearance work in Hung Yen province has completed about 93.69% of the area to be recovered, handing over about 31.2/33.3km to project enterprises.
At the working session, the units focused on reporting on the difficulties in the project implementation process, especially the shortage of sand for foundation filling, which directly affects the construction progress and capital disbursement.
Vice Chairman of Hung Yen Provincial People's Committee Lai Van Hoan said that in the past time, the province has focused on drastic direction, mobilizing the involvement of departments, branches, and localities to accelerate the progress of site clearance, build resettlement areas and promptly remove arising difficulties and obstacles.
At the same time, requesting investors, project enterprises and contractors to continue to mobilize maximum manpower, machinery, and equipment, organize construction to ensure progress and quality; urgently complete procedures to put licensed sand mines into operation, ensuring material sources for construction.
Concluding the working session, Deputy Minister of Construction Le Anh Tuan requested Hung Yen province to direct units to focus highly and more drastically in organizing implementation, in the immediate future, urgently and thoroughly resolve difficulties in construction material sources; review the demand for material use in each stage, accelerate the commissioning of approved material mines and study appropriate mechanisms to remove difficulties in prices and supply sources.
The Deputy Minister also requested the Construction Investment Project Management Board No. 2, investors and contractors to develop detailed construction plans, mobilize maximum manpower and equipment, strengthen construction teams to compensate for progress, and at the same time ensure the quality of works, labor safety, environmental sanitation, especially during the construction of river overpasses in the rainy and storm season.
Regarding traffic and people's lives, the Deputy Minister requested investors and construction units to fully implement solutions to ensure traffic safety, maintain roads serving construction, and limit impacts on people's travel and daily life.
At the same time, synchronously study auxiliary items such as service roads, traffic connection systems, operating centers, rest stops and related works, periodically report progress, promptly propose solutions to difficulties and obstacles to complete the project on schedule, ensuring quality and investment efficiency.
