Ca Mau voters reflected that many wasteful projects have not been repaired or handled. Some works are of poor quality, but are still accepted and put into use soon after being damaged and degraded, and the competent authorities are requested to resolutely handle these works and related organizations and individuals.
Regarding the content reflected by voters, the Ministry of Construction has responded.
According to the Ministry of Construction, the Prime Minister issued Official Dispatch No. 112/CD-TTg dated November 6, 2024 on focusing on resolving backlog projects, stopping construction, urgently deploying, completing, and putting them into use to prevent waste and loss; issued Official Dispatch No. 125/CD-TTg dated December 1, 2024 on promoting the practice of thrift and fighting waste; established a Steering Committee on resolving difficulties and problems of backlog projects, in which the Minister of Construction is a member of the Steering Committee.
Implementing the direction of the Prime Minister, ministries, branches and localities are currently actively removing difficulties and obstacles to continue implementing projects.
On the other hand, the Ministry of Construction has issued many directives, telegrams, and documents requesting project participants, especially investors, to fully, promptly, and regularly disseminate the Ministry's instructions on preventing and combating corruption and negativity in construction investment activities to each cadre, employee, and worker, enhance the sense of responsibility, comply with legal regulations, and absolutely do not let corruption, negativity, loss, or waste occur. Up to now, the construction works managed by the Ministry of Construction have all promoted investment efficiency after completion.
Regarding quality management, the Ministry of Construction always identifies the quality of the project as the top priority factor; Absolutely do not trade for quality for progress, neglect quality control.
The Ministry of Construction has issued many directives, telegrams, and documents directing the improvement of quality and tightening discipline and responsibility in construction investment management, including: Requiring advisory agencies to strengthen inspection and urging project implementation; enhancing the responsibility of the head of the investor, the Project Management Board in managing and operating all activities of organizations and individuals throughout the project implementation process; having sanctions to handle contractors who violate quality; requiring investors, project management boards, and supervision consultants to strictly control the quality of construction items in compliance with design documents, technical instructions and current regulations, not allowing errors or quality assurance.
At the same time, the Ministry has directed units to strictly manage the quality of works from the survey and design stage to the organization of construction and acceptance specifically: The design documents of projects must be prepared and inspected by consulting units that meet the capacity and experience; the appraisal and approval process is strictly implemented, complying with the provisions of law.
The construction contractors are all capable and experienced units, having participated in many projects; the construction organization process is supervised by supervision consultants and investors.
In particular, the State Inspection Council for Construction Acceptance also organizes inspections of design documents and construction organization work at the site during periodic inspections and before completion and putting into operation; in addition, it also uses an independent inspection consulting unit, parallel inspection during the construction implementation process to strengthen the quality management of the constructed items, promptly overcome shortcomings to meet technical and quality requirements according to regulations.
Up to now, the construction works managed by the Ministry of Construction after completion have all ensured quality according to design standards, promoted investment efficiency, and met the needs of people and society.
