Citizen C.D.N suggested: "According to regulations, brokers are required to have a practice certificate. However, currently, communication and updating information related to local exams is still limited, lacking regularity and concentration, leading to difficulties for many individuals in accessing official information.
I suggest that the Ministry consider promoting localities: Update and organize periodic and transparent real estate brokerage practice exam preparation and testing announcements about exam schedules, venue, and competition conditions; publicly post related documents and instructions for people to easily access through a single official channel.
This will contribute to improving transparency, supporting citizens to comply with legal regulations, while limiting the need to search for information through unofficial channels and encountering risks of fraud and profiteering from unprestigious training institutions.
Regarding this content, the Ministry of Construction responded as follows:
Article 70 of the 2023 Law on Real Estate Business stipulates the examination and issuance of real estate brokerage practice certificates.
The contents of organizing the exam to conduct a real estate brokerage practice certificate are stipulated from Articles 19 to 33 of Decree No. 96/2024/ND-CP dated July 24, 2025 of the Government detailing the implementation of a number of articles of the Law on Real Estate Business.
The People's Committees of provinces and centrally run cities are responsible for organizing and directing the implementation of legal regulations on real estate business on regulations on examination and granting of real estate brokerage practice certificates in localities.
The Ministry of Construction would like to acknowledge the reflections and recommendations of citizens, regularly urge localities to further improve their responsibility in disseminating to people and businesses to comply with the provisions of the law on real estate business; organize periodic real estate brokerage practice practice exams to ensure transparency to meet the needs of people and businesses.
