Ha Nam voters requested the Ministry of Construction to direct the Vietnam Expressway Company to hand over the service routes through Thanh Liem district of Ha Nam province to local management.
According to voters, after the handover, the locality will invest in and upgrade the service routes. Currently, the service road has seriously degraded.
Regarding the content of the voters' petition, the Ministry of Construction said that the current decentralization of management is implemented according to the provisions of Point a, Point c, Clause 4, Article 8 of the 2024 Road Law; Article 4, Article 6 of Decree No. 165/2024/ND-CP of the Government and the Law on Road Traffic Safety and Order on decentralization and responsibility for road management, operation, exploitation and maintenance.
The Ministry of Construction has sent a document to the People's Committees of provinces and centrally run cities requesting the assignment of units to coordinate with the Road Management Agency to carry out work related to the handover to the People's Committees of provinces and centrally run cities to manage national highways, service roads, and side roads to ensure compliance with regulations.
Currently, according to the report sent to the Ministry of Construction, regional road management agencies are urgently coordinating with the Department of Construction of provinces and centrally run cities to review, count and carry out related procedures to promptly hand over national highways, service roads and roads above the area to local management.
In particular, the service road through Thanh Liem district, Ha Nam province is considered for handover to the People's Committee of Ha Nam province for management and investment according to the approved plan to meet the voters' recommendations.
