Gia Lai voters reflected: In 2021, Tan An commune, Dak Po district was invested in a drainage ditch along National Highway 19 (from Duong kem intersection to the section opposite the headquarters of the People's Committee of Cu An commune).
Currently, some cement concrete road branches connecting to National Highway 19 are lower than the National Highway surface (the reason why National Highway 19 has been repaired many times is higher than the cement concrete road surface, but there is no drainage ditch).
When it rains, the amount of water cannot drain in time, pouring into cement concrete roads, causing damage and road degradation, and at the same time, there is a risk of traffic accidents when it rains.
Voters requested the Ministry of Construction to direct the investor to build a drainage ditch along National Highway 19 from opposite the headquarters of the People's Committee of Cu An commune to An Son church to ensure timely drainage during the rainy season and reduce the risk of traffic accidents".
After studying this issue, the Ministry of Construction responded as follows:
According to the report of Road Management Area III, the current status of National Highway 19 from Km82+700-Km83+600 (opposite the headquarters of the People's Committee of Cu An commune to An Son church) has a ditch system along the right side of the route, the existing drainage system basically meets the needs.
On May 6, 2025, the Ministry of Finance issued Decision 1641/QD-BTC to transfer assets of road traffic infrastructure (a decentralized national highway) from the Ministry of Construction to the Gia Lai Provincial People's Committee (Gia Lai Provincial People's Committee) for management, including National Highway 19 related to the content of voters' recommendations (asset has been handed over to the locality for management).
According to the provisions of Clause 5, Article 4 of Decree 165/2024/ND-CP dated December 26, 2024 of the Government, for decentralized national highways, the Provincial People's Committee is responsible for "Investing, constructing, managing, operating, exploiting, maintaining and protecting road infrastructure".
Therefore, it is recommended that the Gia Lai Provincial National Assembly Delegation give its opinion to the Gia Lai Provincial People's Committee, direct the National Highway 19 management unit to strengthen regular maintenance work, clear drainage ditches on the route, monitor arising damages to promptly repair them to ensure traffic safety on the route.
