Voters in Ho Chi Minh City expressed their agreement and appreciation for the policy of merging Ho Chi Minh City with Ba Ria - Vung Tau and Binh Duong provinces, considering this a combination of combined strength, creating momentum for regional development, especially in the role of economic, financial and technological center of the country.
To continue promoting the strength of Ba Ria - Vung Tau in tourism and seaport potential, voters recommend that the Government soon invest in developing Cai Mep - Thi Vai port into an international transit port, while building a bridge connecting Can Gio - Vung Tau and a high-speed railway connecting Ho Chi Minh City - Ba Ria - Binh Duong to promote the strength of traffic connectivity for import-export and logistics.
After studying, the Ministry of Construction responded as follows:
Regarding the Government's proposal to soon invest in developing Cai Mep - Thi Vai port into an international transit port:
According to the Planning and Adjustment of the Overall Planning for the Development of Vietnam's Seaport System, the Detailed Planning for Vietnam's Seaport Group for the period 2021-2030, with a vision to 2050, Cai Mep wharf area (including Cai Mep Ha and Cai Mep Ha downstream wharves) of Ba Ria - Vung Tau seaport is planned as a gateway port, an international transit port, with wharves for seaports with a capacity of 6,000÷24,000 TEU or larger when qualified, general ships, cargo/locate goods up to 150,000 tons or larger to reduce the load in accordance with the conditions of exploiting the shipping route; the scale by 2030 includes 7 seaports (17÷18 port) for seaports with a capacity of up to 24,000 or larger; 2 wharves (4 forth seaports) for seaports with a total capacity of more than 150,000 or more TEU or more; the commercial infrastructure of Cai Ha bridge is committed to the development of the international infrastructure of the Seaports and the Seaports in the first half of the year of the year of the year of the year.
To develop Cai Mep wharf area into an international transit port, the Ministry of Construction supports the need to soon invest in and put Cai Mep Ha and Cai Mep Ha downstream wharf areas into operation according to the approved detailed planning roadmap for seaports.
Currently, the Ministry of Finance/Ho Chi Minh City People's Committee is reviewing the investment proposal for the Cai Mep Ha and Cai Mep Ha downstream wharf projects to approve and submit to the competent authority for approval of the investment policy. The Ministry of Construction has also issued a document expressing its assessment opinions.
Regarding the construction of the Can Gio - Vung Tau bridge:
The Can Gio - Vung Tau bridge is under the Ho Chi Minh City scope (new) after the merger, not part of the national highway and expressway system managed by the Ministry of Construction.
Therefore, it is recommended that the Ho Chi Minh City National Assembly Delegation give its opinion to the Ho Chi Minh City People's Committee to study and update the Can Gio - Vung Tau bridge connection in the Ho Chi Minh City Planning (after the merger) for the period 2021-2030, with a vision to 2050 and preside over the organization of investment implementation according to its authority.
Regarding the proposal for a high-speed railway connecting Ho Chi Minh City - Ba Ria - Binh Duong:
According to the Railway Network Planning for the period 2021-2030, with a vision to 2050, this area has a high-speed railway route planned on the North - South axis (this project has been approved by the National Assembly for investment); planning for the Ho Chi Minh City - Loc Ninh railway line, the Bien Hoa - Vung Tau railway line, and the Thu Thiem - Long Thanh railway lines.
Currently, the Ministry of Construction has assigned the Vietnam Railway Authority to develop a Planning for railway lines and stations in the Ho Chi Minh City hub area; review and adjust the Railway Network Planning for the period 2021-2030, with a vision to 2050; at the same time, the Railway Project Management Board has been assigned to organize the preparation of a feasibility study report for the high-speed railway on the North - South axis and a number of railway projects. Therefore, it is recommended that the Ho Chi Minh City People's Committee direct relevant agencies to closely coordinate with the Vietnam Railway Authority and the Railway Project Management Board during the implementation process to ensure consistency and unity between central and local planning, meeting the socio-economic development needs of the region.
