On the afternoon of September 30, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc presented the decision to appoint Mr. Tran Quang Lam, member of the City Party Committee, Deputy Director of the Department of Construction, to hold the position of Director of the Ho Chi Minh City Department of Construction.
Mr. Lam was appointed to replace Mr. Vo Hoang Ngan - who has just been transferred to the position of Director of the Department of Planning and Architecture of Ho Chi Minh City.
Thus, after 3 months since merging the Ho Chi Minh City Department of Construction with the Department of Construction of Binh Duong province and the Department of Construction of Ba Ria - Vung Tau province, this agency has a new director.
Mr. Tran Quang Lam, born in 1973, from Quang Binh (now Quang Tri), is a cadre with many years of experience in the field of transportation and urban infrastructure. Since April 2019, he has held the position of Director of the Ho Chi Minh City Department of Transport.
In February 2025, when Ho Chi Minh City established the Department of Transport on the basis of reorganizing the Department of Transport, and at the same time receiving some infrastructure management functions from the Department of Construction, Mr. Lam was appointed as Director of the Department of Transport.
On April 18, the Ho Chi Minh City People's Council agreed on a plan to merge the Department of Transport and the Department of Construction to establish a new Department of Construction. Here, Mr. Tran Quang Lam was assigned the position of Deputy Director and then assigned the directorship.
When Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau from July 1, Mr. Lam was one of 17 Deputy Directors of the Ho Chi Minh City Department of Construction. Up to now, Mr. Lam has been officially assigned the responsibility of Director of the Department of Construction.
