Voters in Hai Phong City. Hai Phong proposed that the lighting system on National Highway 5 (the section passing through Hai Phong City) has not been invested in and installed, affecting traffic safety and order for people and vehicles participating in traffic at night.
Voters recommend that the Government direct relevant ministries and branches to consider and develop a mechanism to allow localities to use provincial capital to invest in installing additional public lighting systems on National Highway 5 and other national highways managed by the Ministry of Construction (the section passing through Hai Phong city)".
After studying, the Ministry of Construction would like to answer as follows:
Currently, national highways (National Highway 18, National Highway 37, National Highway 38...) in Hai Phong city have been decentralized and handed over to the Hai Phong City People's Committee for management.
As for the current National Highway 5 route, it is managed by Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI) according to the project scope.
Therefore, with the above opinions of voters, it is recommended that the City National Assembly Delegation give opinions to the City People's Committee to direct specialized departments and functional forces to proactively deploy as well as coordinate withVIDIFI to inspect the site and determine the installation location according to their authority.
