Tuyen Quang voters suggested that after the merger, the Central Government should have policies and strategies for the provinces to review and use existing land funds and working offices to support the team of cadres, civil servants and workers affected by the merger of provinces and communes (due to moving to new provinces and new communes).
This will help solve difficulties for the staff and reduce the pressure of virtual heat on real estate prices (real estate bubbles), limiting disruption of planning.
Therefore, voters proposed to submit amendments and supplements to the 2023 Housing Law, at the 9th session of the 15th National Assembly.

Regarding housing support policies for cadres, civil servants and workers affected by the merger of provinces and communes, the Ministry of Construction said:
On May 29, 2025, the National Assembly passed Joint Stock Resolution No. 201/2025/QH15 on a number of specific mechanisms and policies for social housing development and on July 1, 2025, the Government issued Decree No. 192/2025/ND-CP detailing a number of articles and measures to implement Resolution No. 201/2025/QH15.
The Resolution has many special policies to promote and remove difficulties and obstacles in the development of social housing, supplement regulations and conditions to enjoy social housing support policies for subjects affected by the organization and rearrangement of administrative units; expand subjects including enterprises, state agencies, political organizations, and socio-political organizations to rent social housing to arrange for their cadres, civil servants, public employees, and workers to live and work with peace of mind...
Regarding the policy of expanding the number of subjects renting public housing: On April 4, 2025, the Prime Minister issued Decision No. 758/QD-TTg on the Plan to implement the arrangement of administrative units and build a model of organizing local government at 2 levels.
In Section 4, the Ministry of Construction is assigned to study and promulgate public housing policies for cadres and civil servants after the arrangement of administrative units (up to September 15, 2025).
Implementing the direction of the Prime Minister, the Ministry of Construction issued Document No. 3089/BXD-QLN dated May 7, 2025 and Document No. 3336/BXD-QLN dated May 13, 2025, guiding localities to implement public housing policies, and at the same time requesting reports on public housing needs and recommendations to amend and supplement public housing policies in accordance with the arrangement of administrative units.
Currently, the Ministry of Construction is synthesizing opinions from localities, expecteding the Ministry of Construction to submit to competent authorities to issue policies to expand the subjects of public housing rental in the direction of: "Cadres, civil servants, and public employees for provinces subject to administrative unit arrangement who do not have houses or have houses under their ownership but are away from work locations are arranged for public housing rental. Based on the actual conditions of the locality, the Provincial People's Committee shall specify in detail the case of having a house of one's own but far from the workplace to enjoy the policy of support for public housing".
Regarding the review of the use of land funds and working headquarters due to the merger of provinces and communes on June 14, 2025, the Prime Minister issued Decision No. 1160/QD-TTg. In particular, the Government assigned the Ministry of Finance to guide the selection and arrangement of working headquarters when localities implement the arrangement of administrative units and build a model of local government at 02 levels.
