On July 21, Chairman of the Hanoi People's Committee Tran Sy Thanh issued a document directing communes and wards to organize the reception of at least 60% of administrative procedure records online, of which at least 20% are carried out in a comprehensive manner. This target must be completed before July 30, 2025.
Localities must ensure that 100% of the results of administrative procedure settlement are paid in advance or on time according to regulations; at the same time, issue electronic copies to organizations and individuals according to Clause 1, Article 22 of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government, regulating the implementation of administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal.
For units that do not have a bank account to serve the payment of fees and charges when handling administrative procedures, it is necessary to urgently coordinate with Vietnam Prosperity Joint Stock Commercial Bank (VPBank) to complete the account opening on July 21, 2025.
In addition, units need to proactively select units that provide electronic invoices and receipts, coordinate technical connection with the City Administrative Procedure Information System, to be completed before July 23, 2025. The issuance of official electronic invoices and receipts will be implemented from July 28, 2025 to serve people and businesses.
The Hanoi People's Committee requests to promote upgrading information technology infrastructure, adding necessary equipment at Public Administration Service Points, ensuring conditions for receiving and processing documents online.
Along with that, it is necessary to strengthen communication work, organize campaigns to support people, mobilize mass forces, community digital technology teams, volunteers, students majoring in information technology... to participate in direct support at the grassroots level.
Departments, branches and sectors are required to develop a full internal process and electronic process for administrative procedures that have been announced according to assigned fields; coordinate with the Public Administration Service Center to implement technical configuration and testing of electronic processes on the city's Administrative Procedure Information System; complete on July 25, 2025.
The Public Administration Service Center is assigned to receive at least 80% of records online, of which at least 20% of records are processed in a comprehensive manner. This target must be completed before July 30, 2025. The Center is responsible for monitoring the implementation rate on a daily basis, in each field to promptly warn units with low rates.
The city requires the arrangement of standing forces at public administrative service points at the commune and ward levels to guide people to submit documents online, make electronic payments, look up results, receive electronic copies and use electronic invoices and receipts. For areas that are still having difficulty accessing digital platforms, it is necessary to deploy support in the form of "handsharing".
The Department of Science and Technology is assigned to preside over and coordinate with the Hanoi Public Administration Service Center and telecommunications network operators to implement technical cau hinh, connect to send notification messages to people and businesses during the process of handling administrative procedures as well as receive feedback and recommendations via the "Digital Capital Citizen" Application (iHanoi).
In addition, the Department will coordinate with MobiFone Telecommunications Corporation to integrate SMS Brandname service with the city's Administrative Procedure Information System, ensuring completion before July 27, 2025.
