The Ministry of Construction responds to a series of investment recommendations for national highways and expressways in An Giang

An Giang voters have just sent the Ministry of Construction a proposal to expand national highways and expressways in the area.

An Giang voters proposed to soon upgrade and repair National Highway 61 from An Truong Hamlet to Ben Nhut, which is currently in a state of disrepair and severe damage, causing obstacles for people when participating in traffic.

Proposal to soon complete the operation of National Highway 80B from Sa Dec - Tan Chau.

Proposal to speed up construction progress to put into circulation the N1 route connecting Tan Chau - Chau Doc.

Proposal to invest in opening a residential road for the Lo Te - Rach Soi expressway pair and opening connecting routes to National Highway 80 of Tan Hiep Commune Center, in order to develop trade and services in the coming time".

After studying, the Ministry of Construction responded as follows:

Regarding recommendations related to National Highway 61 and National Highway 80B. According to the Road Network Planning, National Highway 61 and National Highway 80B are on the list of secondary national highways in the Southern region, with a scale of 2 to 4 lanes.

National Highway 61 is 97km long ( starting point at National Highway 1, Cai Tac, Can Tho city; ending point at National Highway 80, Rach Gia, An Giang province).

National Highway 80B is 120km long ( starting point at National Highway 80, Sa Dec, Dong Thap province; ending point at Vinh Xuong border gate, An Giang province).

Implementing the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, after reaching agreement with the People's Committee (UBND) of An Giang province, the Ministry of Construction has proposed and the Ministry of Finance has decided to transfer road traffic infrastructure assets (national highways in An Giang province, including National Highway 61, National Highway 80B) from the Ministry of Construction to the People's Committee of An Giang province.

Thus, currently, the People's Committee of An Giang province is responsible for managing, exploiting, maintaining and investing in National Highway 61, National Highway 80B, so it is recommended that the National Assembly Delegation and voters of An Giang province give their opinions to the People's Committee of An Giang province to study and arrange investment capital to open National Highway 80B and repair and upgrade National Highway 61.

Regarding the proposal related to the N1 route connecting Tan Chau - Chau Doc: Currently, the People's Committee of An Giang province is implementing an investment project to build a regional connecting road from Tan Chau town to Chau Doc city, connecting with Kien Giang and Dong Thap provinces (project name according to the old place name).

The project will be invested in the period of 2021 - 2025; according to the plan, it will be completed and put into operation in 2025.

Request the National Assembly Delegation and voters of An Giang province to give their opinions to the People's Committee of An Giang province to direct the project investor to speed up the progress.

Regarding recommendations related to the Lo Te - Rach Soi expressway.

Current status: The Lo Te - Rach Soi expressway is 51.5 km long, parallel and about 2 km from National Highway 80. There are 4 intersections within the route to connect with National Highway 80. Vehicles not allowed to travel on the expressway will use National Highway 80, access roads and existing local routes.

From the center of Tan Hiep commune, you can use an existing road connecting to the expressway at the intersection of Provincial Road 963 with a distance of about 8 km.

Currently, the Ministry of Construction is implementing the Lo Te - Rach Soi Expressway Upgrade Investment Project (asphalt concrete pavement within the existing road has been completed and put into operation since 2021), combined with the expansion of existing emergency bus stops and the addition of some emergency bus stops to improve traffic safety and road clearance; excluding the construction of additional service roads on both sides of the route.

The Ministry of Construction is directing the Investor to speed up construction and put it into operation in 2025.

The residential road system of the Lo Te - Rach Soi route has been handed over to the locality for management, so according to the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, the locality is responsible for management, exploitation, maintenance and investment.

Therefore, it is recommended that the National Assembly Delegation and voters of An Giang province give their opinions to the People's Committee of An Giang province to study and implement the investment according to their authority.
