Voters in Thai Nguyen reflected that National Highway 279 is a transverse axis from East to West, playing an extremely important role in economic linkage, freight transport and national defense.
However, currently, National Highway 279 has seriously degraded, with narrow road surfaces, poor foundation quality, many sections are unsafe for traffic, cannot meet transportation needs, hinders trade of goods and regional value chain linkages.
Therefore, voters proposed to consider including the National Highway 279 renovation investment project in the medium-term public investment portfolio for the period 2026 - 2030.
Voters also reflected that in Thai Nguyen province, there are National Highway 17, National Highway 1B and National Highway 3C passing through. However, currently, many sections of these routes have degraded, the road surface is narrow, the traffic volume is high, posing many potential risks to traffic safety.
Voters requested that the authorities pay attention, survey and allocate capital to renovate and upgrade the above national highways to ensure traffic safety, while contributing to promoting the socio-economic development of the locality.
After studying, the Ministry of Construction responded as follows:
According to the road network planning, National Highway 279, National Highway 17, National Highway 1B, National Highway 3C have a planning scale of 2 - 4 lanes.
Proposing investment in upgrading and expanding sections of the route is necessary, meeting transportation needs, enhancing traffic safety on the route and contributing to promoting the socio-economic development of the region.
To develop a medium-term public investment plan for the period of 2026 - 2030, the Ministry of Construction has organized a review, synthesis and sent a document to the Ministry of Finance, in which it has compiled the investment capital needs for upgrading and expanding National Highway 279, National Highway 17, National Highway 1B, National Highway 3C according to the recommendations of the above voters to review and arrange investment capital in the period of 2026 - 2030.
Implementing the provisions of the Road Law and Decree No. 165/2024/NDCP dated December 26, 2024 of the Government, the Ministry of Finance has issued decisions to transfer assets of road infrastructure assigned by the Ministry of Construction to localities under its management authority, including the above national highways.
According to regulations, the People's Committee of Thai Nguyen province and related localities are responsible for managing, investing and maintaining the decentralized national highways, so the National Assembly Delegation of Thai Nguyen province is requested to forward the voters' petition to the People's Committee of Thai Nguyen province to study, balance resources, and soon invest in the project; the Ministry of Construction will closely coordinate in the implementation process.
