On December 10, the Traffic Police Department (CSGT) of the Ministry of Public Security informed about the above incident.
The Traffic Police Department said that driver Pham Van Kieu was driving a passenger bus with license plate 29B-081.62 related to a traffic accident with particularly serious consequences at 4:12 a.m. on December 9 on the Da Nang - Quang Ngai Expressway, having been driving for 5 consecutive hours.
However, when traveling on the Da Nang - Quang Ngai expressway, drivers cannot stop because there are no rest stops on the route.
"Therefore, the traffic police force cannot handle the act of driving vehicles beyond the prescribed time when traveling on highways, when the infrastructure does not meet requirements," said a representative of the Traffic Police Department.
Previously, at 4:12 a.m. on December 9, at Km71+200 of the Da Nang - Quang Ngai expressway (in Tam Xuan commune, Da Nang city), a serious traffic accident occurred, killing 4 people.
The initial investigation agency identified the driver of the passenger bus with license plate 29B-081.62, Pham Van Kieu, as having been driving continuously for 5 hours, a journey stretching from Duc Trong (Lam Dong province) to Khanh Hoa. When the car reached the Da Nang - Quang Ngai highway, it had an accident.
"Both the driver and passengers on the vehicle were not wearing seat belts, leading to consequences when the collision occurred," according to the Traffic Police Department.
Meanwhile, driver Bui Manh Thang, a tractor-trailer 15C-360.35, tested for drugs using the driver's urine test stick to test positive for drugs.
Currently, the investigation agency continues to consolidate the case file to conclude the cause of the accident and handle the case.
The Da Nang - Quang Ngai Expressway is 131.5 km long, with 6 rest stops for 2 directions (three stations each way).
However, there are currently no rest stops on the entire route.
According to the Expressway Design Standard, on average, 50-60km needs to be arranged with a rest stop providing basic services such as gasoline, oil, minor repairs and parking, with a motel, restroom, toilet, and restaurant.
