The State Authority for Construction Quality Inspection of the Ministry of Construction has the following answers:
Based on the provisions of point b, clause 1, Article 3 and clause 4, section II, Appendix I of Decree No. 06/2021/ND-CP (Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government detailing a number of contents on quality management, construction and maintenance of construction works), the LNG gas receiving system as described in the question content (abbreviated as LNG gas system) belongs to the type of oil and gas works (liquefied gas storage, liquefied gas filling station, gas distribution).
In case the LNG gas system mentioned above is a combination of works or technology lines, the level of works is determined according to the provisions of Clause 3, Article 2 of Circular 06/2021/TT-BXD).
In case of determining the construction level of an independent project, it shall be implemented according to the provisions of Clause 2, Article 2 of Circular 06/2021/TT-BXD.
In which, the classification of construction works according to the level of importance or scale of capacity is determined according to item 1. 2. 4. 6 Appendix I and the classification of construction works according to structural scale is determined according to item 2. 4 Appendix II Circular 06/2021/TT-BXD.
