The Government Inspectorate has just published the Conclusion of the inspection of the responsibility for state management of planning and implementation of construction planning of the Ministry of Construction.
Notably, on the project of adjusting the construction planning of Hanoi capital to 2030 and a vision to 2050, the inspection pointed out that the Ministry of Construction made a decision to appoint the Institute of Urban and Rural Planning Architecture as a consulting unit to implement the project planning to adjust the construction planning of Hanoi Capital Region without organizing the bidding is not in accordance with regulations.
The value of this planning consulting contract is VND 27,145 million, including the choice to hire foreign consultants to participate in the project.
The Ministry of Construction, when organizing the selection of foreign consultants to prepare planning projects, also does not prepare bidding plans, does not submit bidding plans for approval, does not appraise and approve bidding plans, which is not in accordance with regulations.
The Institute of Urban and Rural Planning Architecture sent invitations to 04 foreign consulting units, which is not enough for the number of 05 units as prescribed in the Bidding Law.
Regarding the time to establish tasks and planning projects, the Ministry of Construction established tasks and planning projects that were 28 months late and were not implemented in accordance with the prescribed time limit.
