Deputy Minister of Health Le Duc Luan has just signed and issued a document to the Chairmen of the People's Committees of provinces and centrally run cities on the payment of monthly social allowances to social protection beneficiaries.
The Ministry of Health said that, implementing Decision No. 608/QD-TTg dated March 15, 2025 of the Prime Minister on the plan to implement tasks and solutions to promote decentralization and delegation according to the provisions of the Law on Government Organization and the Law on Organization of Local Government;
Decision No. 758/QD-TTg dated April 14, 2025 of the Prime Minister on the plan to implement the arrangement of administrative units and build a model of organizing local government at 2 levels;
Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister approving the Project to rearrange and reorganize administrative units at all levels and build a model of organizing local government at 2 levels;
From July 1, 2025, the tasks of making a list of subjects and paying monthly social allowances to social protection subjects (stipulated in Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection subjects) of the district level are expected to be transferred to the commune level, including: Authority to decide on receiving, adjusting, and ceasing receiving monthly social allowances; monthly support for care and nurturing for social protection subjects implemented by the Chairman of the People's Committee at the commune level.
To ensure that the payment of monthly social allowances to social protection beneficiaries in July, August and September 2025 is carried out in accordance with regulations, continuously and without interruption, in Official Letter 3676/BYT-BTXH, the Ministry of Health requests the Chairmen of the People's Committees of provinces and centrally run cities to urgently direct agencies and localities to carry out a number of tasks, specifically:
Assign the Department of Health to preside over and guide the implementation of updating the operation of the Information System and database of social protection beneficiaries when implementing the two-level local government model.
In particular, coordinate with competent authorities in the process of upgrading the System, ensuring compatible operation with the two-level local government model; instruct the People's Committees at the commune level to update data, establish and approve the list of beneficiaries of monthly social allowances on the System from July 2025; organize training for commune-level cadres to use the System before June 30, 2025.
Coordinate with the Department of Finance and the State Treasury to guide and supervise commune-level payments in accordance with regulations, promote cashless payments.
Direct the People's Committees at the district level to urgently pay social allowances for June 2025 to social protection beneficiaries before June 28, 2025; Organize the handover of records, data and make a list of beneficiaries of social allowances from the district level to the commune level according to the provisions of the Law on archives, to be completed before June 30, 2025.
Commune-level People's Committees organize monthly social allowance payments to social protection beneficiaries from July 1, 2025; Allocate sufficient human resources, funding, and technical infrastructure to carry out tasks; Timely handle problems, avoid interruptions and delays in paying social allowances; Ensure that social assistance policies are fully implemented, promptly, and to the right beneficiaries.
