After the groundbreaking ceremony on May 10, the investor and Dien Bien province are accelerating the progress of implementing the Dien Bien Phu cable car complex project combined with cultural and historical tourism.
Recently, Dien Bien Provincial People's Committee approved the appraisal results of the Environmental Impact Assessment (EIA) Report of the project.
According to the decision, the project is being implemented in Muong Phang and Pu Nhi communes, Dien Bien province.
The project has a total investment of 2,076 billion VND, an area of about 35.35ha, a service capacity of about 15,000 people/day and a operating term of 70 years.
The project includes the departure and arrival station area, cable car corridor, traffic roads and items serving tourism, accommodation, restaurants, commerce, entertainment and cultural - historical services.
The cable car system is expected to have 18 cable pillars, along with control, braking, safety and rescue equipment.
A noteworthy content in the EIA dossier is that the project needs to change the land use purpose of about 6.79ha of forest originating from natural forests, including 1.63ha of special-use forest and 5.16ha of protection forest.
According to the EIA report, during construction, site clearance, leveling, excavation, material transportation and construction activities may generate dust, exhaust gas, noise, vibration, wastewater, solid waste and hazardous waste.
Construction activities are also identified as potentially impacting soil, water sources, landscape and forest ecosystems; and at the same time potentially posing risks of landslides, flooding, fires and explosions and incidents related to the construction process.
The environmental records estimate that domestic wastewater in the construction phase is about 24m3/day, and construction wastewater is about 5.2m3/day.
The amount of conventional industrial solid waste generated from construction activities is forecast to be about 17,292 tons.
When put into operation, with a service capacity of about 15,000 people/day, the project will generate wastewater, solid waste, and noise, dust and emissions from traffic activities.
In addition to environmental protection requirements, the project also receives expectations from local people.
Talking to PV, Mr. Luong Van Doat, a resident of Muong Phang commune, said that the cable car project will create more highlights, helping Muong Phang tourism become known to many people.
When there is a cable car combined with a cultural and ecological tourist area, tourists will have more new experiences, stay longer, and spend more. Then people opening more services will have the opportunity to trade," said Mr. Doat.
A homestay owner in Muong Phang commune also expressed excitement and expectation when the cable car complex is deployed.
When the cable car goes into operation, the number of visitors to the locality may increase, thereby creating more opportunities for people to develop tourism services and gradually improve their lives.
According to research, the cable car line will connect from the Vo Nguyen Giap General Tunnel Historical Relic Area to the Pu To Co Mountain Observatory Relic Area.
Pu To Co peak is 1,700m above sea level. From this location, the entire center of Dien Bien Phu stronghold Group can be clearly observed, including the airport, strongholds and the entire basin.
