Dien Bien Provincial People's Committee has just issued a plan to implement the Dien Bien Phu cable car complex project combined with a public service cultural area.
This is a Project that has been approved in Decision No. 2417 dated December 31, 2024 of Dien Bien Provincial People's Committee for the 1/2. 000 scale of Dien Bien Phu Urban, Service, and Cable Car Complex zoning plan.
The cable car complex project will be implemented in Muong Phang and Pu Nhi communes. The total land use area is expected to be about 25.6 ha.
Accordingly, the departure station in Muong Phang commune has an area of about 10 hectares. The cable line belonging to Muong Phang commune has an area of about 9.71 hectares, connecting from the Historical Relic Area of General Vo Nguyen Giap Tunnel to the Relic Area of Pu To Co Mountain Observatory. The arrival station is located on Pu To Co mountain (belonging to Muong Phang and Pu Nhi communes) with an area of about 5.89 hectares.

Notably, the legal procedure process of this key project has been maximally shortened, striving to complete the procedures in 40 days to keep up with the progress towards the 72nd anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2026).
From April 1st, approve economic organizations to receive transfer, lease land use rights, receive capital contributions in land use rights to implement investment projects. Construction permits (if any) are issued no later than May 7th.
Dien Bien Provincial People's Committee also requested agencies to arrange excellent civil servants and public employees with a lot of experience to act as focal points to receive and handle tasks immediately. Implement appraisal and approval of investment policies according to the "green channel" mechanism.
Because the cable car line passes through the Dien Bien Phu Special National Relic Area, the Department of Culture, Sports and Tourism must directly monitor and get opinions from the Ministry of Culture, Sports and Tourism on the detailed planning project and project proposal, ensuring no delays in progress.

Pu To Co peak (belonging to Kha village, Muong Phang commune, Dien Bien province) is 1,700m above sea level. From this location, the entire center of the Dien Bien Phu stronghold Group can be clearly observed, including the airport, strongholds and the entire basin.
From this "divine eye", General Vo Nguyen Giap and the Campaign Command regularly came to grasp the developments of the war. From there, they made accurate and effective decisions and orders, contributing to the Dien Bien Phu victory "famous in five continents, shaking the earth" in 1954.
Currently, to get to the Observatory, going from the front guard station of the Dien Bien Phu Campaign Command (in Muong Phang), visitors must walk about 9 km through the forest. A journey that takes 3-4 hours, full of challenges but also full of attraction.
