According to the project completed by the Ca Mau Provincial People's Committee and submitted to the Provincial People's Council, the locality plans to establish 13 wards based on converting the model from commune to ward for units that have met the criteria according to regulations.
13 localities planned to establish wards include: Song Doc, Nam Can, Ganh Hao, Hoa Binh, Cai Nuoc, Dam Doi, Thoi Binh, Tran Van Thoi, Phuoc Long, Hong Dan, Vinh Loi, Luong The Tran and Cai Doi Vam.

The establishment of wards is carried out on the basis of maintaining the current status of natural area and population size of existing communes.
According to the People's Committee of Ca Mau province, after implementing the arrangement and consolidation of the entire administrative boundaries and population of Bac Lieu and Ca Mau provinces according to Resolution No. 202/2025/QH15 of the National Assembly, Ca Mau province will have a larger development space, especially in the coastal area.
Currently, the scale of the province's economy reaches about 172.033 billion VND, export turnover reaches 2.6 billion USD, with great potential to attract investment in seafood processing, renewable energy, logistics, seaport services...
However, the urbanization rate of the province currently only reaches about 35%, lower than the development requirements in the new period. This is considered one of the factors affecting the synchronous investment in technical infrastructure, social infrastructure and improving the quality of people's lives.

Through review, the 13 localities expected to establish wards all have a foundation for urban development from before, mainly old district towns or areas with high economic, commercial, and service development speeds. These units all meet or exceed the criteria for population size, natural area, and proportion of non-agricultural labor according to the regulations of the National Assembly Standing Committee.
Ca Mau Provincial People's Committee determined that the establishment of new wards is one of the key tasks to accelerate the urbanization process, improve the efficiency of state management of planning, land, construction order and environmental protection.
At the same time, this is also the basis for the locality to expand coastal urban chains, increasing the ability to attract investment in logistics, seaports, fishery logistics and dynamic economic sectors in the coming time.
Currently, Ca Mau province has 64 commune-level administrative units (including communes and wards). Of which, there are 55 communes and 9 wards.
