Immediately after that, the province continued to be affected by a severe flood (unseen in many years). Due to the influence of storm No. 3's circulation, the flood in the upstream combined with the discharge of hydroelectric reservoirs caused the rivers in the province to rise very quickly, some places exceeded the water level III alarm, lasting for many days, threatening the safety of dikes and irrigation, causing flooding in areas outside the riverbank and some low-lying areas, urban areas...
Storms and floods have caused human and property damage to the people and the state, seriously affecting agricultural production and infrastructure, schools, medical facilities, headquarters, factories, dike works, irrigation, construction, transportation, electricity, culture, etc. in the province.
According to information from the National Hydrometeorological Forecasting Center and the Hai Duong Province Hydrometeorological Station, currently in the sea east of Lu Dong Island (Philippines), a tropical depression is appearing, tomorrow morning (September 18) it will enter the East Sea and strengthen into storm number 4, the storm has a much more complicated trajectory and development than super typhoon Yagi (storm number 3) and is likely to move towards the Northern region, including Hai Duong province.
To proactively respond to the tropical depression strengthening into a storm that continues to affect the province and focus on overcoming the consequences of storm No. 3 and post-storm floods, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests the Steering Committees of districts, cities, towns, relevant sectors and units to closely monitor warning bulletins and forecasts of tropical depressions that are likely to strengthen into storms, and weather bulletins to promptly inform authorities at all levels and people to proactively take preventive and response measures.
Units are required to review plans and solutions for dealing with storms and floods that have been implemented in the recent past to proactively update and supplement them to suit the actual situation, and deploy responses when situations arise according to the "four on-site" principle. At the same time, inspect and evaluate dike and irrigation incidents that have been handled during the recent storms and floods. If they are not yet safe, they must immediately carry out repairs and reinforcements to ensure safety.
