Informing Lao Dong, some people on Quan Lan and Ban Sen islands said that early yesterday morning (December 13), the ban on S1 class and lower ships traveling from the mainland to Quan Lan, Minh Chau, Ban Sen, Ngoc Vung, and Thang Loi islands was issued.
The reason given by the management agency is due to the weather forecast in the Bai Tu Long - Van Don sea area with winds of level 3-4, sometimes level 5, gusting to level 6.
This morning (December 14), those who thought the weather was better returned to normal operations, but ships were still banned because the Bai Tu Long-Van Don sea area had winds of level 3-4, sometimes level 5.
This ban has caused all ships transporting tourists, people, and goods from the mainland to the islands of Quan Lan, Minh Chau, Ban Sen, Ngoc Vung, and Thang Loi to be stopped from last morning until at least this afternoon when there is an additional forecast.

If there are occasional level 5 winds, trade between the mainland and the above islands will continue to stagnate because the ships operating on these routes are all S1 or lower ships due to reasonable costs and is especially suitable for small ports on the islands.
According to some high-speed ship owners, previously, S1 ships were allowed to run under the weather forecast conditions with winds of level 5 in accordance with regulations.
However, recently, the representative of the Inland Waterway Port Authority at Cam Pha - Van Don Port Cluster, under the Quang Ninh Inland Waterway Port Authority, the Department of Construction of Quang Ninh province often banned S1 and lower-level vessels from operating when forecasting the weather with sometimes level 5 winds.
Ship owners and people on the islands have consulted with local authorities and authorities to consider resolving the issue, in order to ensure safe travel but also not affect the travel of people and tourists. However, things are still going on.
Currently, many hotel owners, restaurants, and people on the islands of Van Don Special Zone are in the repair and upgrading season of accommodation, dining, and housing facilities but have to temporarily stop or hold back because raw materials cannot be provided due to the ban on ships since last morning.
