After 1 month of implementing Plan No. 332/KH-UBND dated December 10, 2025 of the Hanoi People's Committee on solving "blockages" of urban order in the Capital, the situation of urban order and aesthetics has had positive changes. However, in reality, there is still a situation where some business establishments take advantage of the time without functional forces to violate urban order (TTDT), public order (TTCC) and environmental sanitation (VSMT).
Faced with the above situation, Hanoi City Police have implemented solutions to remove "blockages" to urban order by issuing guidelines for handling administrative violations in the form of "cold fines" for violations of urban order, public order, and environmental sanitation in the area. This is considered a solution to help the handling of violations ensure efficiency, synchronization and transparency.

Increasing "cold fines" through the application of surveillance camera systems and receiving violation reflections directly at the scene has contributed to improving the efficiency of urban order management, while gradually forming awareness of law compliance in the community. After 1 week of implementing this form of handling, the urban picture of Hanoi has had clear changes in some streets.
According to Hanoi City Police, in the past week, functional forces have detected and handed over nearly 848 cases of violations with sufficient grounds to be verified and handled by commune-level police. In which, 269 cases were detected through technical and professional means (AI cameras) and 579 cases from reflections from agencies, organizations, and individuals. All images of violations that meet the conditions for "cold fines" have been transferred to the Police of communes and wards for handling according to regulations.
Assessing after a week of implementing the "cold fines" guideline, Hanoi City Police said that the application of science and technology in detecting and handling violations of urban order and environmental sanitation is an effective solution, showing proactiveness in ensuring urban order in the Capital.

In addition, Hanoi City Police have piloted the operation of 2 camera surveillance centers in O Cho Dua and Tay Ho wards. Initial results show that these centers have been effective in proactively ensuring security and order right from the grassroots level.
From January 21, 2026, Hanoi City Police continued to issue documents guiding commune-level police to synchronously deploy the connection and sharing of existing camera systems in the area to serve the work of ensuring security and order. At the same time, proactively advise Party committees and local authorities to maintain and operate monitoring systems in public areas, in order to maximize efficiency in ensuring urban order, public order, and environmental sanitation, towards the goal of no longer having "blockages" in urban order management in the city.
