Specifically, from June 1, for cases of requesting reissuance and reissuance of health insurance cards, social insurance officers are required to directly instruct participants to install the VssID application, VNeID application and instruct them to use health insurance card images on applications to go for medical examination and treatment instead of paper health insurance cards.
To ensure their rights and avoid interruptions in the medical examination and treatment process, people need to follow the following steps: Set up the VssID or VNeID application on your smartphone to be able to use the image of an electronic health insurance card instead of a paper card. Link health insurance information with a Citizen Identification Card (CCCD) with a chip to ensure data is synchronized.
According to Vietnam Social Security from June 1, 2025, the Social Security agency will only issue paper health insurance cards for cases that cannot install VssID, VneID and do not have a CCCD with a chip.
This regulation is part of the digital transformation program of Vietnam Social Insurance, implementing the directions of the Government and the Prime Minister on cutting administrative procedures, aiming to modernize the process and bring many practical benefits to health insurance participants.
To use VNEID or VSSID application instead of health insurance cards, people can integrate health insurance cards into these applications by themselves in simple steps: Integrating health insurance cards into VNEID: First, people need to update the latest version of the VNEID application. Then open the application and log in, select the paperwork, then select the information. Next, choose to create a new request and enter the number of health insurance cards and the information of the card issuing unit to complete the integration.
Regarding the VssID application, most accounts have been authenticated with population data and updated CCCD numbers. For accounts that have not been updated, users can follow these steps to update their CCCD or personal identification number for social insurance and health insurance participants to the VssID application.
To check the CCCD number updated on the VSSID application: Open the VSSID application on the phone - Log in your account. If the account has displayed CCCD number, there is no need to update. If there is still an old ID number, it is necessary to change the information, then perform the following steps:
Step 1: Access the address: https://dichvucong.baohiemxahoi.gov.vn - Log in with your VssID account.
Step 2: When logged in successfully, look up and select Account Information to change CMT/CCCD.
Step 3: In the information management section, you can easily edit the CMT/CCCD number.
Step 4: Confirm at the social insurance agency. After completing the online information change, users will receive a request notification to the nearest social insurance agency to confirm and complete the information change on the social insurance system.
If people have difficulty installing, contact the local social insurance agency for support to install the application if they cannot do it yet or do not have a chip-embedded ID card.
