On August 3, Nghe An Electronic Information Portal reported that Nghe An Provincial People's Committee has just issued a document to implement Resolution No. 23/2026/NQ-HDND of the Provincial People's Council on the level of allowances for non-specialized workers in blocks, hamlets, villages, and hamlets.
According to Official Dispatch No. 9485/UBND-KT dated July 29, 2026, Standing Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An assigned the Department of Home Affairs to preside over and coordinate with the Department of Finance and relevant agencies and localities to organize the implementation of the resolution.
This is the basis for implementing the new allowance regime for officials and non-specialized personnel in blocks, hamlets, villages, and hamlets in the province.
According to Resolution No. 23/2026/NQ-HĐND dated July 14, 2026, the allowance level for non-specialized workers in blocks, hamlets, villages, and hamlets includes social insurance contribution support funds.
For villages, hamlets, and hamlets with 700 or more households; blocks with 1,000 or more households; blocks, hamlets, villages, and hamlets belonging to key commune-level administrative units on national defense, border areas or particularly difficult villages, hamlets, and hamlets, Party cell secretaries and Heads of blocks, hamlets, and hamlets are entitled to allowances equal to 3.1 times the base salary.
Heads of Fatherland Front Committees in the above areas are entitled to allowances equal to 2.8 times the base salary.
For the remaining blocks, hamlets, villages, and hamlets, Party cell secretaries and Heads of blocks, hamlets, villages, and hamlets are entitled to allowances equal to 2.6 times the base salary; Heads of the Fatherland Front Work Committees are entitled to 2.3 times the base salary.
The Resolution also stipulates 7 titles for people participating in activities in blocks, hamlets, villages, and hamlets to enjoy monthly support levels.
In addition to allowances for officials and people working at the grassroots level, Nghe An also stipulates the level of operating expenses support for mass mobilization groups.
Accordingly, mass mobilization groups in villages, hamlets, and hamlets with 700 or more households; blocks with 1,000 or more households; key areas for national defense, border areas or particularly difficult areas are supported with 5 million VND/group/year. Mass mobilization groups in the remaining areas are supported with 4 million VND/group/year.
For commune-level cadres and civil servants concurrently holding the title of non-specialized worker or people participating in activities in blocks, hamlets, villages, and hamlets, the concurrent allowance level is equal to 50% of the monthly support level of the concurrent title.
Non-specialized personnel in blocks, hamlets, villages, and hamlets concurrently holding other titles are also entitled to 50% of the monthly support level of the concurrent title.
Each person is allowed to hold a maximum of 2 titles, including concurrent titles. The concurrent title allowance is not used to calculate social insurance and health insurance contributions and benefits.
The People's Committee of Nghe An province assigned the Department of Finance to advise on allocating funds; People's Committees of communes and wards to fully implement regimes and policies according to the resolution. Implementation funds are guaranteed by the state budget.
