Bringing administrative procedures to the hospital bed
In Coc San commune, the dossier briefcase of officials of the Public Administrative Service Center sometimes does not lie on the receiving counter but is opened right on the edge of the patient's bed.
That is the case of Ms. Nguyen Thi Hoa (born 1953, Tong Chu village), who has been paralyzed for nearly 20 years. The family needs to complete the dossier to receive benefits, but she cannot go to the commune headquarters.

Immediately after receiving the request, the Center's staff brought the dossier to the house, checked the documents, guided each content and certified the signature in accordance with regulations. The dossier was completed on the spot, helping the family promptly resolve their rights.
A few days later, that briefcase followed officials to the house of Ms. Pham Thi Nuc, 103 years old. Old age and weakness prevented her from walking to sign a power of attorney to serve bank transactions.
In just about 20 minutes, after fully verifying according to regulations, the procedure was completed right at home.
Mr. Ngo Dinh Khoa, Mrs. Nuc's grandson, shared: "The family is very grateful to the officials who came to my house to help my grandmother complete the procedures. If we have to take her to the commune headquarters, it will be very difficult.

Such trips have now become a regular job for officials of the Coc San Commune Administrative Service Center.
Not only serving people in the commune, the Center also supports many cases in neighboring localities, including people with critical illnesses and lonely elderly people who are no longer able to travel.
According to Ms. Vu Thi Lan Huong, a staff member of the Center, each citizen has a different situation. Therefore, in addition to ensuring compliance with legal regulations, staff members always try to provide specific guidance, create guidance forms for procedures with many components of dossiers so that people can prepare fully and limit having to travel many times.
Sowing faith from small actions
Not only supporting people in Coc San commune, the Center also resolves procedures for many cases in other localities.
Ms. Do Thi Them's family, in group 17 Bac Cuong, Cam Duong ward, is one of them. When she suffered from a serious illness and could not walk to certify the signature in the power of attorney serving bank transactions, the Center's staff directly came to her house to complete the procedures.
What officials receive after each trip is not only a complete dossier but also a change in the way people perceive the government.
Stories of bringing dossiers to homes quickly spread by word of mouth among people. From being hesitant because they thought administrative procedures were complicated, many people actively came to the Center when needed.
Some procedures such as inheritance division, donation, transfer of land use rights or re-registration of civil status also recorded an increase in the number of dossiers after officials directly went to the grassroots level to propagate and guide.
Since the two-level local government model went into operation, the Coc San Commune Public Administrative Service Center has supported 168 cases to carry out administrative procedures right at home.
That number not only reflects the workload but also shows that the approach of putting people at the center is being effective.

Mr. Le Tuan Anh, Director of the Coc San Commune Public Administrative Service Center, said that in the coming time, the unit will continue to review and support the elderly, patients, lonely households and those who have difficulty traveling so that all people can access public administrative services conveniently.
After each dossier is resolved, it reduces one trip for people, especially for the elderly, patients and those who cannot travel on their own.
The quiet business trips of Coc San commune officials are therefore not only carrying dossiers and papers but also bringing a feeling of sharing and serving when people need it.
