Can Tho allows the exploitation of more than 17.2 million m3 of sea sand to serve the expressway project

Can Tho - Truong Son Corporation is allowed to exploit more than 17.2 million m3 of sea sand for 3 years, ensuring a source of filling materials for expressway projects.

According to the Can Tho City Information Portal, the Chairman of the Can Tho City People's Committee has just signed and issued license No. 53 allowing Truong Son Construction Corporation to exploit minerals at the B1.5 sub-zone sea sand mine in area B1 of Can Tho City.

Accordingly, Truong Son Construction Corporation is allowed to exploit minerals such as sea sand using the open-pit method, with an area of 600 hectares, the exploitation depth ranges from -2.6 meters to -8.0 meters (according to the Hon Dau elevation system). The total reserves of minerals allowed for exploitation reached over 17.2 million m3, the maximum exploitation capacity was 10 million m3/year and the exploitation period was 3 years from the effective date of the license.

The exploitation area is specifically determined by the VN-2000 coordinate system, ensuring the correct technical boundaries and state management requirements. Exploitation activities are allowed from 5am to 7pm every day, taking place continuously from January to December every year to ensure the supply of materials for construction.

Truong Son Construction Corporation is responsible for fully fulfilling its financial obligations; honestly declaring and reporting exploitation output; paying fees and related fees according to regulations; and at the same time complying with all regulations on resource protection, environment and safety in sea sand mining activities.

According to the People's Committee of Can Tho City, the granting of mineral exploitation licenses is of great significance in ensuring the source of filling materials to serve key national highway projects being implemented in the area and the region. According to the dossier and documents related to the results of the assessment of marine sand resources in Zone B1 of Soc Trang province (now Can Tho city) of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment,) the source of marine sand minerals in Zone B1 has a reserve of up to 680 million m3, of which 145 million m3 can meet the demand for construction materials, filling to serve infrastructure, and construction of expressways in the Mekong Delta.

On June 29, 2024, the People's Committee of Soc Trang province (old) and VNCN E&C Construction and Engineering Investment Joint Stock Company held a groundbreaking ceremony for sea sand mining in sub-area B1.1 in area B1 of Soc Trang province to supply the Can Tho - Hau Giang - Ca Mau Expressway Construction Project.

The Department of Agriculture and Environment of Soc Trang province (old) once reported to the Provincial People's Committee on the Project on Sea Sand Exploitation and Establishment of the Center for Exploitation and Management. According to the project, the exploitation will be implemented in Tran De on an area of about 4,000 hectares, with a total investment of VND54,000 billion, expected to collect VND56,000 billion to serve the construction of industrial parks, logistics, duty-free zones and Tran De deep-water port.

In September 2025, the People's Committee of Can Tho City also issued Decision No. 1209 on the establishment of an interdisciplinary working group to manage, supervise and inspect the exploitation of marine sand mines in the city.
