Moreover, they also carry out illegal sand mining activities in areas bordering provinces and areas with many advantages, such as: far from residential areas, river sections with a wide view to easily detect inspection teams from afar or areas and river sections with many branches and small canals to easily escape when discovered by authorities.
Particularly for the river mouth area (adjacent to the sea), groups of subjects take advantage of the location far from the shore (10-12km from the shore) and the conditions of big waves and strong winds to carry out exploitation activities. Meanwhile, according to the Department of Agriculture and Environment, the fight against and handling of all levels and functional sectors is still limited and not thorough, the number of cases detected, inspected and handled is not commensurate with the situation and developments of illegal sand mining activities taking place.
Strengthening cooling solutions
To improve the effectiveness and efficiency of State management of resources and minerals, especially sand in the new situation, Dong Thap province has proactively developed and implemented many practical solutions when investing in two hard and soft solutions synchronously.
For soft solutions, maximize the role of media agencies and local mass organizations... increase mobilization and education to create a position of people's hearts.
Regarding the hard solution, the Department of Agriculture and Environment of Dong Thap province advised and proposed that the People's Committee of Dong Thap province issue Decision No. 781/QD-UBND to establish an interdisciplinary working group to inspect and handle violations in mineral exploration, exploitation, trading, gathering and transportation activities in the area.
The new point of this organization is that the Deputy Director of Dong Thap Provincial Police is the Head of the Team, responsible for organizing the development of plans and implementing inspection activities, handling violations in mineral exploration, exploitation, trading, gathering and transportation activities in the area. At the same time, organize regular and surprise inspections of organizations and individuals operating in exploration, exploitation, business, gathering and transporting river sand in the area in compliance with the provisions of the law on minerals and other violations of the law.
The harmonious coordination of the two solutions is considered to create a solid position to give the work of preventing, inspecting, fighting, and handling violations of the law in the exploitation, transportation, trading, and consumption of sand and gravel in Dong Thap province enough position and strength to speed up in the coming time.
