Establish the Department of Population - Social Affairs on the basis of receiving the functions and tasks of the Department of Population - Family Planning and receiving the functions of the field of social evil prevention and control; social protection; children under the Department of Labor - Invalids and Social Affairs.

Dissolve organizations under the Department of Health, including: Department of Food Safety and Hygiene and Department of Population - Family Planning.
Chairman of Can Tho City People's Committee assigned the Director of the Department of Health to carry out the contents related to the reorganization of the organization, under the Department of Health and dissolution of the Food Safety and Hygiene Department, the Department of Population and Family Planning under the Department of Health as prescribed.
Arrange and assign the number of deputy heads and employees in accordance with approved job positions in accordance with regulations; Preside over and coordinate with relevant agencies to develop a Decision regulating the functions, tasks and organizational structure of the Department of Health according to regulations; Propose competent authorities to consider and resolve the regime and policies for redundant civil servants after the arrangement (if any) according to regulations.
The Director of the Department of Home Affairs is responsible for guiding, monitoring, inspecting, urging and coordinating with the Department of Health to implement relevant contents on regulations on functions, tasks, organizational structure, job positions and civil servant positions according to regulations to ensure streamlining and effective use of the number of assigned civil servant positions.
