Chairman of Can Tho City People's Committee Truong Canh Tuyen has signed and issued a Plan on strengthening the handling and effective prevention of harassment and causing trouble for people and businesses in resolving work.
This plan aims to continue to strengthen the dissemination and organization of implementation of Directive No. 10/CT-TTg of the Prime Minister.

Prevention and combat of corruption and negativity
The purpose of the plan is to create a clear change in awareness and actions of leaders, officials, civil servants, public employees and workers at all levels and sectors in Can Tho City in strengthening the handling and effective prevention of harassment and causing trouble for people and businesses in solving work, thereby further strengthening the effective implementation of corruption prevention and control.
Accordingly, Can Tho City People's Committee set out a series of key tasks and solutions such as: organizing the implementation of information and propaganda work; strengthening the responsibility of heads in leadership and direction; implementing administrative reform, strengthening publicity and transparency in the operation of agencies, organizations, and units;...
In particular, there is a content to continue to promote the reform of the civil service and public employee regime, improve the quality and comprehensive efficiency of all stages in personnel work; it is necessary to focus on improving the quality of input recruitment, selecting people with sufficient moral qualities, standards of professional qualifications and skills, and capable of solving work for people and businesses.
Tighten the implementation of evaluating and classifying cadres, civil servants, and public employees to serve as a basis for streamlining staff and removing them from the apparatus for cadres, civil servants, and public employees who lack a sense of responsibility, avoid, push, fear mistakes, dare not advise, dare not propose, have inefficient working capacity, are slow, harass, and cause trouble for people and businesses in solving work.
Heads of agencies, units, and localities must be exemplary
The plan signed by Chairman of Can Tho City People's Committee Truong Canh Tuyen also requires Directors of departments, Heads of agencies, departments, and branches of the city and Chairmen of People's Committees of communes and wards to be exemplary and take the lead in implementing regulations on anti-corruption and negativity.
The fight against corruption and negativity must be considered a regular, continuous, and long-term political task, especially considered as an important criterion to assess the level of annual task completion of each agency, unit, locality and for the head.

According to the spirit of Directive No. 10/CT-TTg and the Plan of the City People's Committee, Heads of agencies and local units, based on their assigned functions and tasks, develop and issue plans to concretize relevant tasks, and then report to the City People's Committee before May 8, 2026.
Along with that, it is responsible for directing, inspecting, and urging the implementation of the above Plan, periodically sending reports on implementation results to the Department of Home Affairs before November 20 every year.
In the process of organizing implementation, if difficulties and obstacles arise, agencies and units should report to the Department of Home Affairs for summarization and reporting to the City People's Committee for timely direction" - The Plan clearly states.
