Flexible policies, harmonizing the interests of the State and the people
Chairman of Can Tho City People's Committee Truong Canh Tuyen said that the project to upgrade and expand National Highway 91 (Km0 - Km7 section) is a level I traffic project, of strategic significance in removing infrastructure "blockages", improving urban and inter-regional traffic capacity, creating development momentum for the center of the Mekong Delta region.

According to the Chairman of Can Tho City People's Committee, in order for the project not to be stalled, Party committees and authorities at all levels must identify this as a key and key task, requiring the involvement of the entire political system. The city has made efforts to build specific mechanisms and policies, applying the spirit of Conclusion 14 of the Politburo on encouraging officials to dare to think, dare to do, dare to break through for the common good.

The city has consulted and received the consensus of central agencies to apply a more flexible compensation policy, instead of mechanical according to old regulations that are at risk of preventing the project from being implemented.

Chairman of Can Tho City People's Committee requested units to soon apply the temporary residence allowance support policy for people according to the 2024 Land Law (effective from January 1, 2026). The arrangement of resettlement must be flexible, not bound by individual projects but using common land funds, ensuring publicity, transparency, and closeness to reality.
For cases where only small boundaries from 0.15m to less than 1m are entangled, Mr. Truong Canh Tuyen requested the Project Management Board, construction unit and supervision to flexibly adjust construction measures at the site. "It is impossible to maintain the design if it causes social waste, forcing people to demolish houses just to retreat to a few inches of land. Technical standards must be ensured but also the interests of the people must be harmonized," the Chairman of the City People's Committee said.
Removing obstacles from the grassroots level, striving to complete by the end of 2027
Mr. Phan Minh Tri - Deputy Director of the Project Management Board for Investment and Construction of Transport and Agriculture Works of Can Tho City said that the project has a total investment of more than 7,237 billion VND, a length of more than 7km through the two old districts of Ninh Kieu and Binh Thuy. The capital plan for 2025 was assigned 3,235 billion VND, and by January 8, 2026, 2,326.56 billion VND had been disbursed, reaching 71.92%.

The entire route has 1,103. For 886 newly affected cases, the city has approved 100% of the compensation plan with a total cost of more than 1,570 billion VND; currently about 50% of households have been paid. Cases belonging to the old project (Ben xe - Tra Noc section) are also being approved for supplementation, paid according to the new policy.
In Cai Khe ward alone, Mr. Bui Van Kiet - Chairman of the Ward People's Committee informed that there are 122 newly affected cases and 162 cases from old projects. To date, the locality has coordinated to pay compensation of over 61% for newly affected households. The biggest difficulty currently is 7 households in the Hung Vuong - Tran Phu and Nguyen Van Cu roundabout areas. These are households that have handed over land since 2011, have stabilized their houses, been granted construction permits and completed construction, and are now continuing to be affected when the project expands to phase 2, so psychological concerns remain.

In addition, Cai Khe ward is proposing that the city consider supporting 16 cases of using "original land" from before 1993–1994 but without certificates, to ensure fairness and create consensus among the people.
Chairman of Can Tho City People's Committee Truong Canh Tuyen requested wards, especially Cai Khe and Binh Thuy, to proactively meet and directly dialogue with each household. The city is committed to maximizing the protection of the legitimate rights of the people, and at the same time hopes to receive sharing and consensus so that the National Highway 91 project can be completed by the end of 2027, contributing to renovating and upgrading the urban appearance of Can Tho.
