At that time, the motorbike driven by Ms. Le Thi Phuong, carrying a man behind, suddenly stopped in the middle of the road when the man showed signs of collapsing. Through a quick exchange, Ms. Phuong said that the man was her father, and he was on the way when he showed signs of a stroke.
Realizing the dangerous situation, the patrol and control working group immediately stopped the patrol and used a specialized vehicle to take the man to the Hong An general clinic for emergency treatment, located at the foot of Quan Toan overpass, Hai Phong.
